The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs.

Job Purpose Summary

BLP senior officer role is to lead the BLP intervention of the education project and the related BLP activities in Gaza.

Key Responsibilities


Project activity planning and implementation

-Participate in team planning, regular meetings and M&E activities (including FGDs, pre-assessments in target schools, mid-year and final review, any other evaluations taking place during the course of the year etc.)
-Ensure that all activities of BLP are carried out with the active inclusion of the most vulnerable people (especially girl children and adolescents, female and male parents, teaching and non-teaching staff and guardians and children.
-Participate in the NRC- MoEHE BLP technical steering committee meetings, and work closely to MoEHE members on following up the seconded counselors’ performance in target schools and in setting up the supervision structure of the seconded counselors.
-Minimum 50% of the time participating in project related field activities.
-Manage 2 Master trainers-  Education project Officers in Gaza
-Provide technical input to the project team in relation to the BLP psycho-educational programing.
-Contribute to development, management and monitoring of delegated BLP project budget in cooperation with the education project coordinator.
-Ensure all activities related to teachers, parents, BLP master trainers and counsellors’ trainings are taking place  in line with BLP manuals
-Provide support to the Education Project Coordinator in the development of psycho-educational support projects specifically regarding the proposal writing process.
-Support education officers in the ‘Improved Education’ teacher training component and in leading some sessions related to psychology/BLP  in parental clubs and communication activities.

Project monitoring

-Focal BLP M&E person and responsible for keeping accurate records of assessment activities, and participation in school (number of beneficiaries, pictures, beneficiary feedback, activity budget tacking)

Other
-Responsible for mapping the BLP staff capacity needs, to deliver capacity building to project staff and transferring key skills through on the job training and mentoring under the supervision of the education project coordinator.

 
Qualifications and Competences


Academic and Professional Qualifications         

- Bachelor’s degree in, educations, social sciences/psychology
- Advanced degree in education or social science desirable

 
Relevant Experience

-At least 3 years of experience in the field of education


Knowledge, Skills & Personal Attributes

-Fluent English- reading writing and listening
-Previous experience in managing a team
-Relevant work field experience especially with beneficiaries.
-Experience of and commitment to participatory approaches to aid and development.

-Arabic
-English
