Purpose of the job:
The Business Development Officer (BDO) will work together with the team in establishing, implementing and maintaining the country funding strategy to increase Oxfams income and funding portfolio in OPTI from institutional donors. The BDO will contribute towards the development and implementation of resource mobilization strategies to establish strategic partnerships between Oxfam and institutional donors to identify and develop new funding opportunities for the Country Programme. The BDO will support OPTI relevant teams in Jerusalem, the West Bank and Gaza to deliver effectively and in a timely manner externally funded projects ensuring overall donor compliance including efficient delivery of reporting requirements.
Main tasks and responsibilities:
Fundraising, Coordination and Funding Strategy/Planning 50%
Under the coordination of the Institutional Funding Manager (IFM) be co-responsible for:-:
The design and implementation of fundraising/ resource mobilisation strategies intended to strengthen income and partnerships to deliver the OPTI country strategy in line with the Oxfam Country Strategy (OCS).
Establishing and maintaining up-to-date country funding strategies and plans taking into consideration specific contexts and funding landscape in Gaza, the West Bank (including Area C) and East Jerusalem including a donor mapping and donor engagement plans.
Undertaking research and donor intelligence to identify new funding prospects to meet the set ambition of the OCS and country funding strategy in OPTI.
In accordance to the funding ways of working, collaborate with the IFM in linking with the confederation funding architecture to access intelligence, opportunities and skills in addition to brokering assistance from technical advisers and donor account managers in the OI Secretariat, Affiliate HQs and Oxfams MENA regional platform.
-Actively collaborate with in identifying, qualifying and tracking funding and partnership opportunities in a systematic manner in pursuit of -supporting Oxfams funding strategy and OCS in OPTI seeking multi-year funding from potential donors whenever possible.
In accordance to the funding ways of working, collaborate with programme, finance and relevant OPTI teams in coordinating and developing funding opportunities and submissions, ensuring donor compliance and reporting, as well as, on liaising with donors.
In accordance to the funding ways of working, prepare all necessary groundwork for proposal development, help assembling bid development teams, -provide effective bid coordination and project management in country, ensuring high quality competitive proposals to successfully secure institutional donor funds
-Provide hands on support towards providing written inputs, editing/writing to achieve high quality submissions and programme development that meet Oxfams and donor standards.
-Support programme teams during the design phase of programmes and/or proposals with Oxfams partners and other external stakeholders where necessary especially for complex and multi-sector or consortium programming and submissions.
-Assist in ensuring that the programmes are planned and implemented in a consultative, participative and gender sensitive manner to ensure that this is articulated well in proposals and reports in accordance to Oxfams guidelines.
-Collaborate with the IFM in facilitating the agreed upon Oxfam Bid/No-bid process in line with Oxfams institutional funding guidelines and relevant tools
-Support the country teams in the preparation for audits or donor visits of externally funded programs as required.
-Support the IFM in actively participating and preparing for internal funding working group meetings
Donor Compliance, grants management and reporting 30%
-Ensure oversight and support over grants quality and compliance of ongoing restricted contracts/projects by offering consistent and timely technical advice to OPTI relevant teams (i.e. programmes, finance, procurement, admin, HR, etc.) on overall donor compliance during the project cycle from inception to closure.
-Advice OPTI teams to deliver strongly on donor compliance and undertake quality assurance and control of reporting to donors strictly adhering to deadlines for review and sign off processes. Within this process, support the project teams in timely submission of high quality reports and support them during the submission processes where needed.
Capacity Building 10%
-Support in undertaking capacity assessments and provides technical training, support and advice for in-country staff on the funding cycle.
-Support where needed in strengthening the capacity of colleagues in the planning, securing and management of restricted funds using appropriate methodology, such as formal training, technical guidance, coaching and accompaniment.
-Help develop funding related information for induction, training and other resources (as required).
-Support the programme teams in strengthening the capacity of partner organisations in funding and compliance skills in line with the donor rules and regulations and Oxfams policies and procedures.
-Support and build the capacity of in-country staff to adhere to Oxfams Institutional Funding Guidelines in its latest versions
Information Management 10%
-Ensure that funding files, both electronic and paper, are complete and kept up-to-date in accordance to filing and archiving policies and procedures.
-Ensure that all restricted income and supporting documents (proposals, contracts, reports, amendments, official correspondence with donors, etc.) are properly and efficiently uploaded, recorded, updated and generated in Oxfams relevant information management system (SAP and Adobe) according to Oxfam's manuals and procedures.
-Collaborate and contribute towards establishing and maintaining up-to-date and periodic funding grids including pipeline and donor engagement tracking tools including during emergency response periods
-Support and provide collated data and information during the development of presentations, internal and external communication material, etc. both to internal and external stakeholders where needed
Requirements
Essential
University degree in relevant area or proven experience at this level;
At least 5 years of work experience in the field of development & humanitarian cooperation preferably with an I/NGO;
Substantial knowledge of and ideally previous work experience in the occupied Palestinian Territory & Israel;
Knowledge of INGO programming in emergencies and or/development environments, particularly the OPTI country context
Experience and knowledge of project cycle management, including monitoring, technical and financial reporting;
Strategic minded person with good analytical skills and ability to bring different strands of information together and determine their relevance for the organization
Good research skills with ability to identify and propose successful strategies for identifying and establishing donor opportunities.
Strong experience in managing donor contracts and fundraising activities, in particular from major donors like the EU, SDC, SIDA, DFID, etc.
Good communication and coaching skills; a natural networker with substantial experience of building relationships with (potential) donors; a team worker able to work with colleagues in different geographic locations; excellent writing skills; attention to detail;
Strong technical knowledge of donor funding proposals and log frames in thematic areas required for the role and ability to evaluate proposals and reports and make recommendations for improvement.
Ability to work effectively with others in a team situation to achieve fundraising targets.
Excellent English writing skills with proven ability to develop and present proposals and donor reports, for both internal and external audiences.
Strong numeracy and general financial skills, particularly developing budgets, financial management/monitoring and reporting
Experience in monitoring and evaluation
Excellent planning skills and ability to work independently
Ability to manage own time effectively. Willing and able to adapt priorities in order to respond to changing demands.
Good administrative skills and ability to effectively use technology and follow procedures and help others to do the same
Strong team player
Travel to Gaza office on a regular basis.
Desirable
Having a network of donor agencies and a thematic specialization in economic justice, gender justice and saving lives (including humanitarian, protection and resilience programming) are an asset;
Knowledge or experience of Oxfams programme work and approaches
Knowledge of partner assessment and management
Fluency in both written and spoken Arabic.
Salary
The employee will be contracted by Oxfam with a competitive, fair and comprehensive pay and benefits package that is justifiable to our donors. Salary range ILS 126,309 189,463 gross per annum, for a 40 hour contract. Salary offered will be subject to funding available and competences.
