Small Enterprise Center (SEC) Association is a Palestinian non-profit organization that was founded in 2002. In 2008, SEC was officially registered as an independent non-profit organization governed by the Palestinian Law of Charitable Associations and Community Organizations No.1 for the year 2000. SEC is a leading national organization serving Palestinian Micro, Small, and Medium Enterprises (MSME) and social enterprises (including cooperatives) over Palestine where Gaza Office has started provision of business development services for SMEs since 2011.
 
SEC with the support from the GIZ–PALM (Programme for Access to the Labour Market) and GIZ-PSDP (Private Sector Development Programme) is implementing a 9-month program entitled “ Tourism Sector: Supporting the employment and re-hiring of tourism male and female (18 to 35 years old) workers with wage subsidies in the tourism sector in West Bank and East-Jerusalem. 
 
The wage subsidy duration is 5 months: 100% for the 1st to the 3rd month (basis is the Palestinian minimum wage in West Bank) and 50% of the Palestinian minimum wage for the 4th and 5th months.

Type of contract:  Short-Term Employment (7-month contract) 
Number of staff required: 1 person 
Expected starting date: July, 1, 2021. 
     
Job Description:
The Business Development Specialist will support the program manager and coordinator to market; recruit; select participating employers operating in the tourism sector; conduct regular field visits to employers premises to help in: filling application, monitoring, and  evaluating the employers; 
 
Job tasks and Duties include: 
  • Reach out: support the marketing and recruitment process of the employers operating in the tourism sector: send emails to potential participants (employers: accommodation, transportation, tour guiding agencies, touristic sites, etc.,) to recruit employers; 
  • Follow- up with employees who have requited information about the wage subsidy program:  provide phone, email-based support to inquiries from the participants before/during/after completing the wage subsidy scheme including, but not limited to, providing general information about the wage subsidy program, answering question about eligibility criteria, answering questions about documents required to be submitted to SEC, etc. 
  • Support the selection process of the received applications based on the pre-defined quota per course/per governorate; assuring gender-ratio etc., sub-sector distribution, geographical distribution of participants representation.  
  • Check the eligibility of applicants 
  •  Inform participants about acceptance (email, SMS, phone call) and re-confirm their participation; 
  • Support in evaluation, which will be completed by the participating employers  in wage subsidy scheme and conduct analysis and reporting 
  • Collaborate with the project coordinator for any potential problem might occur 
  • Follow-up with unemployed persons/employers after 3-6 months after completing the wage subsidy scheme if employers continue employing the unemployed person.  
  • Support SEC in the reimbursement process ( wage subsidy disbursement) 
  • Conduct phone interviews about learning experience with randomized sample to get deeper insights into the learning experience  
  • Report to the project manager.

Job Requirements
Job requirements of an Excellent Candidate:
  • Minimum of two years’ experience in implementing, monitoring, and evaluation of projects   
  • Skills in customer relationship management (CRM), coaching, and training. 
  • Bachelor's Degree in Business Administration, Marketing, Sales, International Business, or equivalent is preferred.
  • Experience in tourism sector, or related sectors 
  • Communication skills, both written and verbal in Arabic and English. 
  • Customer service attitude – personable, enthusiastic, friendly, helpful.
  • Team player.
  • Highly motivated, driven, and adaptable.
  • Data collection, analysis, and reporting.
