Organization Description: 
Small Enterprise Center (SEC) Association is a Palestinian non-profit organization that was founded in 2002. In 2008, SEC was officially registered as an independent non-profit organization governed by the Palestinian Law of Charitable Associations and Community Organizations No.1 for the year 2000. SEC is a leading national organization serving Palestinian Micro, Small, and Medium Enterprises (MSME) and social enterprises (including cooperatives) over Palestine where Gaza Office has started provision of business development services for SMEs since 2011.
SEC with the support from the GIZ–PALM (Programme for Access to the Labour Market) and GIZ-PSDP (Private Sector Development Programme) is implementing a 9-month program entitled “ Tourism Sector: Supporting the employment and re-hiring of tourism male and female (18 to 35 years old) workers with wage subsidies in the tourism sector in West Bank and East-Jerusalem. 
 
The wage subsidy duration is 5 months: 100% for the 1st to the 3rd month (basis is the Palestinian minimum wage in West Bank) and 50% of the Palestinian minimum wage for the 4th and 5th months.

Job Description:
 
The Business Development Specialist will support the program manager and coordinator to market, recruit, select participating unemployed persons operating in the tourism sector, perform pre-and post, evaluate, and to follow- up with participants in the learning online platform (Jahzeen Platform). 
 
Job tasks and Duties include: 
  • Reach out: support the marketing and recruitment process of the unemployed person: send emails to potential participants (employers and unemployed youth) to recruit unemployed persons; 
  • Follow- up with employees and unemployed persons who have requited information about the learning online Platform:  provide phone, email-based support to inquiries from the participants before/during/after completing the training for employment including, but not limited to, providing general information about the training program, answering question about eligibility criteria, answering questions about the different segments of the training program, providing technical support (how to use Jahzeen, login, password reset etc.);
  • Support the selection process of the received applications based on the pre-defined quota per course/per governorate; assuring gender-ratio etc.; assigning courses to accepted participants manually in Jahzeen from the system’s administration; 
  • Check the eligibility of applicants (spot checking = 5-10%) by calling reference contact provided by the applicant to prove previous tourism work experience and reporting back to SEC; 
  • Check for double registrations for multiple courses (only 1 course allowed per person as part of training) and informing participants respectively
  •  Inform participants about acceptance (email, SMS, phone call) and re-confirm their participation; 
  • Support in pre-post evaluation, which will be completed by the unemployed participants in Jahzeen and conduct analysis and reporting 
  • Collaborate with the project coordinator for any potential technical problem in the online platform
  • Follow-up with participants after 3-6 months after completing the training if participants found occupation in the tourism (or another) sector.
  • Support SEC in the reimbursement process; logging to JAHZEEN online and accessing results with a course leader account to retrieve individual personal data needed to facilitate the payment.
  • Support participants in the online platform to submit all required documents to get financial compensations after completing the e-learning platform. 
  • Conduct phone interviews about learning experience with randomized sample to get deeper insights into the learning experience 
  • Support the CV development for participants 
  • Report to the project manager.

Job Requirements
Job requirements of an Excellent Candidate:
  • Minimum of two years’ experience in implementing, monitoring, and evaluation of projects   
  • Skills in information technology (IT) systems, customer relationship management (CRM) systems, online training, and other IT systems.
  • Bachelor's Degree in Business Administration, Marketing, Sales, International Business, IT, or equivalent is preferred.
  • Experience in tourism sector, or related sector  
  • Communication skills, both written and verbal in Arabic and English.
  • Customer service attitude – personable, enthusiastic, friendly, helpful.
  • Team player.
  • Highly motivated, driven, and adaptable.
  • Able to utilize latest technology in data collection, analysis, and reporting.
