Three Consultancy and Legal Services contracts with the NRC ICLA programme
One Consultancy and Legal Services contract with the Society of St. Yves

The Norwegian Refugee Council (NRC) is seeking to contract three (3) lawyers/law firms to provide legal services in the field of Housing, Land and Property (HLP) law in East Jerusalem, specialising in the area of demolition and planning law. The Society of St Yves is seeking to contract one (1) lawyer/law firm to provide legal services in the field of residency issues including child registration and family unification.
The Norwegian Refugee Council (NRC) is an independent, humanitarian, non-profit, non-governmental organisation which provides assistance, protection and durable solutions to refugees and internally displaced persons worldwide. NRC re-established its presence in Palestine in January 2009 through its Information, Counseling and Legal Assistance programme (ICLA). The Society of St Yves is a Catholic human rights organization founded in 1991 and working under the patronage of the Latin Patriarchate in Jerusalem. St. Yves provides free legal assistance, counsel and advocacy to members of the community throughout the West Bank, including East Jerusalem.

The European Commission (EC) has entered into a two year grant agreement with NRC, under their European Neighbourhood Instrument (ENI). Under this grant agreement NRC will implement a project entitled, Information, Counselling and Legal Assistance (ICLA) for the Protection of Palestinians Affected by or at Risk of Forced Displacement (the Project). The overall objective of the project is to ensure that Palestinians affected by forced displacement in occupied East Jerusalem enjoy their HLP and residency rights, through different means including the provision of free legal aid.

Under this grant NRC will contract three lawyers/law firms for three separate contracts or lots of different monetary values to provide HLP legal services to households and communities at risk of displacement in East Jerusalem. Additionally, St Yves will contract a lawyer/law firm for a separate fourth lot to provide Residency legal services to households at risk of displacement in East Jerusalem. The contracts will be for a 21 month period commencing from approximately 15 August 2015.

Calls for applications are invited from legal practitioners who are Israeli bar qualified, have an excellent command of both Arabic and Hebrew, a good command of English, 6 years experience in practicing Israeli law, significant experience in HLP and/or residency law, an established law office located in East Jerusalem or a nearby accessible location and established experience working with Palestinian communities and individuals in East Jerusalem.
