The Palestinian Union for Housing Cooperatives in Palestine (PUHC) works towards contributing to the growth and development of a competing Palestinian housing sector that fulfils the needs of the sector stakeholders and contributes to sustainable development.

The PUHC in partnership with the Swedish Cooperative Centre - WeEffect, are carrying out a project entitled: “Enhancing Framework for Cooperation among Housing Cooperatives in Palestine”. Under the framework of the project, the PUHC is intending to strengthen its capacity to provide services for its members and protect their rights. Therefore, the PUHC is interested in developing an operational manual that will serve as referential document to lead its members in different stages; legal, administrate and financial.

The PUHC’s Service Unit is seeking to engage an expertise/consultancy team to assist it and its members of housing cooperatives in Developing its Operational Manual. The proposal to be submitted will address the consultant ability to provide the operational manual referred to herein.
The assignment will contribute to three major objectives of the PUHC; firstly, promoting the sustainability of the cooperative associations and create the appropriate awareness of the relative issues, secondly; enhancing the effectiveness of PUHC member cooperatives and thirdly, institutionalization of housing cooperatives.

The consultancy firm or teammaking an application for the contract shall submit a detailed proposal (in either Arabic or English) for developing the operational manual. The proposal should include two parts; technical and financial(lump sum).
