Capacity Building Officer (m/f/x) 

Ramallah, Palestine 

Enabel is the Belgian development agency. It implements Belgium’s governmental cooperation as well as interventions for other national and international donors. With its partners in Belgium and abroad, Enabel is offering solutions to address pressing global challenges: Climate Change, Urbanization, Human Mobility, Peace and Security, Economic and Social Inequality, and Global Citizenship. With 1,900 staff, Enabel manages about 170 projects in 21 countries, in Belgium, Africa and the Middle East.

Enabel is implementing a new cooperation portfolio for Palestine. This program will on the one hand built on the successes of governmental cooperation over the past decade and on the other hand, also provide a response to the Palestinian and global challenges of this decade.   

This position contributes to the new country programme 2022-2026, more specifically to “Green West Bank” one of the two interventions under Pillar II. The overall objective of this intervention is to Improve the conditions of the Palestinian ecosystems by reducing the ecological footprint and GHGs emissions through the promotion of Green Circular Economy (GCE) and green urban areas, focusing on energy efficiency, renewable energy and solid wase management in the region of Hebron, Bethlehem, Nablus and Tubas, focusing on two selected value chains. 

The specific results under this intervention are: 

Result 1: A conducive environment for green and circular economy (GCE) and for green cities is promoted at national and local levels 

Result 2: Green and circular economy and entrepreneurship are supported in the selected value chains based on a market system approach 

Result 3: Green cities in Palestine are promoted through resilient urban planning, green inclusive services, and green buildings, taking into account the needs of vulnerable groups (women and youth) 

Result 4: Green cities and entrepreneurship for women as well as green and decent jobs for women and youth are promoted in the selected value chains 

Under the supervision of the Intervention Manager for Local Government, Environment and Climate Change, you will: 

  1. Implement the activities of the portfolio/intervention that are assigned to the Intervention officer – Capacity Building  
  2. Provide the necessary technical input for achieving the expected portfolio/intervention results. 
  3. Contribute to quality assurance as well as knowledge building and knowledge management. 
  4. Contribute to change and strengthen the capacities of partners. 

Main Responsibilities 

  • With guidance and support of Intervention Manager and coordinating closely with the program Thematic Experts, the Capacity Building officer will undertake following responsibilities: 
  • Under Result 1, work closely with partners and program thematic experts on identifying the gaps and needs to enhance the enabling environment for green and circular economy and green cities at the national level. 
  • Develop an action plan for capacity building activities with program partners; and support the implementation of this plan.  
  • Under Result 2; organize and support the implementation of trainings and other related capacity building activities for the private sector under the GCE hubs. 
  • Under Result 3; support organizing of workshops, field visits and other activities under the umbrella of the “Exchange of Experience Platform” between Local Government Units (LGUs). 
  • Organize and support the implantation of awareness related activities on climate change, green circular economy … etc. at community level for different target groups including women and youth. 
  • Under Result 4; work with partners and program thematic experts to identify and support activities related to enhance the enabling environment to facilitate the emergence of green cities and green jobs for women.  
  • Support contracting of consultants, review and approve consultants’ reports, training manuals, participant’s handbook and other material developed by consultants and get necessary approvals. 
  • Quality assurance and reporting on the Capacity Building activities.  
  • Any other related task assigned by the IM.

Job Requirements

Required qualifications and experience:

  • Master’s degree in public administration, social science, or related field in line with the position responsibilities 
  • Minimum 5 years of experience in similar position preferably with an (I)NGO  
  • Proven experience in designing, implementing, supervising, and evaluating Capacity Building programs. 

Required skills and knowledge:

  • Proven knowledge in environment, climate change, green circular economy, and other relevant areas 
  • Demonstrated training, mentoring and facilitation skills. 
  • Demonstrate strong analytical, design and writing skills. 
  • Proven skills in networking and coordination 
  • Proven knowledge in managing contracts with external partners. 
  • You are able to work and evolve in a changing environment. 
  • You are familiar with results-based management. 
  • You are familiar with theories of change. 
  • You master knowledge management and knowledge building. 
  • You have a strong affinity with and easily use various digital tools and new technologies. 
  • Your specific skills in leading meetings, workshops and groups are an asset. 
  • You are willing to travel across the West Bank  
  • You are fluent in spoken and written Arabic. Considering the working language of Palestine and the international environment in which you work, excellent knowledge of English is required.  
  • You are also required to commit to the vision, mission, and values of Enabel.
