TERMS OF REFERENCE
 
Post title: Capacity Building Trainer.
Contract type: Lump Sum contract.
Start date: 1522012.
Duty station: An Najah National University and The University College for Educational Sciences (UNRWA), Ramallah.
 
Background:
Najah national university and the University College of Educational Sciences( UNRWA) had received a Grant from the Quality Improvement Fund (QIF) – Ministry of Education and Higher Education– funded by the World Bank for the project entitled: " Upgrading practicum at both ESF & An-Najah National University for the upper basic elementary level (5 -10)" in guidance of the Teacher Education Strategy and the professional standards for the new teacher issued by the Ministry of Education and Higher Education.
 
For this purpose the project is seeking highly qualified trainers to undergo the planned capacity building training to the partners universities ‘staff and the 3 UNRWA schools’ staff, in the light of the needs assessment survey carried out in Sep.2011.
 
Duties and Responsibilities:
1-Establish the training portfolio.
2-Send the training material to the project’s staff prior to the training for the Project Manager’s approval on the material..
3-Submit periodical reports concerning the training aspects to the Project Manager.
4-Undergo the training as planned and agreed with the project’s staff.
 
Deliverables:
The consultant has to deliver the following:
1-Submit the training portfolio within one week after signing the contract for the project manager’s approval.
2-Present the first report within 2 weeks from the beginning of the training. The first report includes: assessment of the trainees’ level concerning the topic to be trained on, any required modifications of the training portfolio and the expected outcomes.
3-Final report within 2 weeks from the end of the training. The report includes: final assessment of the trainees’ accomplishment, training outcomes and progress in addition to the trainer’s recommendations.
 
The consultant will prepare the training portfolio and instruct in one of the following topics:
1-Effective e- learning and lessons' preparation
2-The importance of e-learning in practice teaching
3-Using self learning methods in classroom education
4-Quantitive and Qualitative Research
5-Authentic evaluation
6-Quality assurance in e-learning and teacher education programs.
 
Requirements:
1-At least a master degree in education or any relevant field. 
2-A minimum of 5 years working experience in education, instruction or any relevant field.
3-At least 3 years demonstrated experience in training or capacity building work.
4-Demonstrated academic contribution such as articles, researches, conferences or any relevant contribution.
5-Able to plan, design and build the training portfolio
6-Familiar with the Authentic Evaluation tools.
7-Aware of the adoption of technology into teacher preparation programs.
8-Good experience using hi- tech in training, especially video conference systems..
9-Excellent interpersonal and communication skills.
10-Has team work spirit and able to cope up with pressure.
11-A good command of both oral and written English.
12-Computer literacy (Microsoft Office, Internet) is essential.
 
Time Frame:
The duration of the assignment is about 3 months or as agreed on with the Project Manager.
