Capital Logistician
For 12 months with a possibility of extension
GENERAL OBJECTIVES
The Capital Logistician is overall responsible for all logistics activities in the Capital (procurement, fleet, storage, equipment’s, premises) and contributes to the ICT Management, Security Management (analysis and operational implementation). She/he provides when required support to bases.
KEY ACTIVITIES
Objective 1: Compile/analyse monthly report and support Coordination team and the logistics teams in other bases (15%).
- Submit the monthly logistics report and other reports if required.
- Optimize the logistics response for his/her zone by analyzing monthly indicators and data, making recommendations, and providing information updates.
- Participate in regular meeting and field visits with Programs Managers / Coordinators.
- Provide temporary support to other bases’ logistics teams on procedures or ad hoc projects.
Objective 2: Implement and ensure the performance of the supply chain (45%).
- Train Action Against Hunger (AAH) staff and suppliers on Procurement Procedures.
- Contribute to the Project Procurement Plan and Supply Plan at the launch of new projects and Capital budget.
- Establish the Treasury Forecast.
- Receive and approve the Procurement Requests and update the Procurement Follow-Up.
- Arrange procurement process from quotation to payment in a timely manner and in accordance with the AAH procedures applying to each purchase (goods, tasks, services, premises).
- Lead Framework Agreement process on strategic Markets in his/her zone and other strategic areas if required.
- Negotiate with suppliers.
- Control deliveries to bases and program.
- Control stock management (storage conditions, reporting, expiry dates) and stock movements.
- Collect data on the market (market surveys) and local suppliers in his/her zones and other strategic areas if required.
- Define baselines prices in his/her zones and other strategic areas if required.
- Perform or assist in ministries authorization and customs clearance when need it.
Objective 3: Implement and ensure the performance of facilities management, equipment, and communication (15%)
- Supervise the installation, maintenance, and repair of logistical equipment.
- Register every new equipment/furniture in equipment list or Capital inventory list.
- Security of logistical equipment, training, and assistance to users.
- Update the equipment list and inventory list of the capital on regular basis.
- Assess the needs for logistical equipment and ensure proportional allocation.
- Supervise inventory and reporting on the state of repairs of property on arrival and departure.
- Supervise office and guesthouses services when needed.
- Ensure that the office premises, guesthouses, and warehouses are in optimal condition (cleaning, maintenance, rehabilitation) and that running costs are properly paid.
- Follow-up on communication contracts, bills and equipment, data analysis and report on misusage, propose plan adaptation for cost/need efficiency.
- Solving problems related to computer, printing or IT network issues for all Capital users and visitors.
- Train staff on ICT for basic usage and improvements
- Report and follow-up on ICT incident escalated to HQ IT department via JIRA tool.
Objective 4: Responsible for the fleet management (20%)
- Organize the vehicle/movement planning.
- Ensure proper maintenance of the fleet.
- Deal with taxi companies for all the needed movements and payment.
- Train and refresh drivers & users on Action Against Hunger security rules and fleet management (seatbelt use, speed limits, daily reporting, LogBook, etc.)
- Report and monitor the maintenance and fuel consumption of capital vehicles in accordance with Kit Log (logbook, fuel usage etc.) and with Terramar platform.
- Perform proper follow-up of administrative tasks for the capital fleet (rental contracts, insurance, and permits).
Objective 5: Contribute to Security Management (5%)
- Collect and analyze security information through an effective network (staff, UN, embassies, NGO, local authorities…)
- Prepare the Capital security plan update (including annexes) and transmit it to Logistics Coordinator for validation.
- Monitor the application of security procedures at capital level, issuing reminders and alerting the Logistics Coordinator as and when necessary.
- Supervise vehicle movements at capital level and between bases.
- Participate, together with the rest of the team members, in the preparation and implementation of the acceptance and protection strategy of the coordination office.
- Participate in the Incident Management Team.
- Report in Security ADS any Capital related incident.
- Brief on Security plans for the national and international staff in case the Logistics Coordinator is unavailable.
- Inform per emails the Jerusalem team about road conditions and the increase in restrictions (i.e. during winter and the rainy season).
- Check and follow up on the first aid kits, smoke detectors and extinguishers in the office, guesthouses and in AAH vehicles (inventory, expiry date follow-up, replacement etc.)

- Bachelor’s degree with professional experience in humanitarian logistics, procurement, or IT work or any other related field.
- Procurement management, fleet management, Supply Chain management, Inventory control. Intermediate IT knowledge is an asset.
- One year minimum experience working on projects at humanitarian aid organizations and/or international donors or private sector.
- Motivation and commitment to humanitarian work.
- Proven experience in Office 365, corporative email application, network management and connectivity. Power BI knowledge is an asset.
- Mobility between bases if required (West Bank, Gaza).
- Jerusalem ID holder.
- Valid driving license.
