Cash Coordinator - Improve Livelihoods and Enhance Economic Development (ILEED)

Global Communities is seeking a Cash Coordinator for the USAID Improve Livelihoods and Enhance Economic Development (ILEED). This five-year, up to $60 million program will focus on promoting resilient livelihoods in Gaza and give households the tools they need to cope with recurrent crises. ILEED will engage both the demand and supply actors within the conflict affected market system. Programs and activities will support the production of and access to basic products and services that community entrepreneurs are already engaged in producing and providing, as well as encourage community entrepreneurs to fill critical service gaps with localized solutions. ILEED will also work to increasing access to resources and basic commodities to support community development and resilience.
The Cash Coordinator will support the Livelihoods Improvement Team Lead (LITL) with all aspects related to cash-based programming. Responsibilities
The Cash Coordinator is responsible for coordinating cash-based programming that provides a pathway for vulnerable populations to become more self-reliant by increasing income generation opportunities within the poorest and most vulnerable communities. The focus will be on equipping economic actors with business inputs and resources to restore and protect income generating activities in critical sectors.
Specific Responsibilities include the following:
- Design and implement cash-based interventions that equip economic actors with resources to restore and sustain income-generating activities in critical sectors—such as agriculture, food production, and essential services—while ensuring the inclusion of vulnerable groups, including women, youth, and people with disabilities, in alignment with GC’s inclusion policies.
- Oversee the delivery of cash assistance, including direct cash transfers and Cash-Based Interventions (CBIs) such as Wage Support scheme , in alignment with GC policies and best practices.
- Collaborate with financial service providers and local stakeholders to ensure timely and secure cash delivery.
- Conduct market assessments and monitor evolving market conditions to inform adjustments to cash programming strategies.
- Support LITL in identifying economic actors across individual, micro, small, and medium enterprises in target sectors.
- Facilitate community consultations and participatory approaches to design and implement cash-based interventions that align with beneficiaries' needs and priorities.
- Provide technical support and conduct knowledge-sharing and orientation sessions for GC staff, local partners, and field teams to enhance cash programming capabilities and ensure compliance with safeguarding policies.
- Coordinate with MEL officers to develop monitoring frameworks, collect data, and evaluate the impact of cash interventions.
- Identify risks associated with cash-based programming and implement mitigation strategies to address challenges such as security risks, market distortions, and compliance with safeguarding, gender-sensitive, and inclusion policies.
- Ensure compliance with donor regulations, including USAID policies, and meet all reporting and accountability requirements.
- Work closely with procurement teams to maintain operational readiness and implement contingency activities, ensuring timely and efficient support for project needs.

Qualifications
- Bachelor’s degree in development, business administration, accounting, finance or a related field.
- Minimum of 3 years of experience in cash-based programming, including modalities such as direct cash transfers, conditional cash grants, wage support initiatives, and business recovery assistance.
- Demonstrated experience working with vulnerable communities in conflict-affected contexts, and an understanding of the local context.
- Proven experience in implementing and maintaining safeguarding measures, including policies and practices that ensure the safety, dignity, and well-being of vulnerable populations, with a particular focus on preventing exploitation, abuse.
- Experience working in insecure environments and adapting programs to mitigate risk.
- Experience in Monitoring, Evaluation and accountability frameworks.
- Excellent management, planning, coordination and communication skills.
- Fluency in Arabic and working-level proficiency in English. Strong communication, management, and coordination skills.
Desired Qualifications:
- Experience in using assessment and measurement tools and developing materials for cash-based programming and livelihood activities.
- Familiarity with digital payment systems and financial inclusion tools.
- Knowledge of humanitarian practices and principles.
- Capacity to work closely with and support local WBG partners and stakeholders.
- Experience working with an I/NGO.
