Relying on a human rights-based approach, community partnerships, and active participation, MA’AN works to enhance the resilience, empowerment, and realization of the rights of those most in need, the poor and marginalized groups and individuals, as well as unleash their latent capacities to enhance their active participation in sustainable development and their abilities to respond to and recover from crises.
MA'AN Development Center seeks to hire a Cash Transfer advisor who should play a crucial role in providing consultations/helping the community mobilizers and the members of the community groups on managing cash grants within the implementation of community initiatives within the project “Supporting Community Led Initiatives during Gaza Crisis”. He/she is responsible for helping the community groups in overseeing the accurate and efficient processing of cash, monitoring cash flow, and ensuring compliance with the financial policies and procedures of MA’AN Development Center. The Cash Transfer advisor plays a key role in helping the community members maintain financial integrity and accuracy in cash handling processes.
Roles and Responsibilities:
- Support community group members in managing the cash grants, including cash receipts, cash disbursements, and recording of all cash disbursements during the implementation of the community initiatives.
- Orient the community group members about cash handling policies and procedures, ensuring compliance with internal controls and regulatory requirements.
- In cooperation with the financial team, supervise the process of revision and verification of all daily cash reports, ensuring they align with the MAAN’s accounting records.
- Investigate and resolve any cash-related issues or discrepancies, working closely with community group members.
- In cooperation with the financial team, develop and implement cash management strategies to optimize cash flow and minimize financial risks.

Required Skills
- Proficient in managing cash grants, especially those used to support community voluntary initiatives.
- Solid understanding of community-led initiatives concept, community mobilization, and social accountability practices
- Ability to prioritize tasks effectively and meet tight deadlines.
- Excellent organizational and multitasking abilities.
- Strong communication and interpersonal skills, with the ability to collaborate effectively with community group members.
- Problem-solving and critical-thinking skills, with the ability to identify and resolve issues proactively.
- Strong understanding of internal controls and risk management.
- Proficient in MS Office, particularly Excel, for data analysis and reporting purposes.
- Strong ethical standards and integrity in handling sensitive financial information.
- Ability to adapt to changing priorities and work in emergencies.

Required Qualifications
- Bachelor's degree in management or other related fields.
- Two years of experience in community grants management
- Two years of experience in resource management.
- Two years of Experience working on projects focusing on community-led initiatives, community mobilization, and social accountability practices
- Knowledge of financial regulations and compliance standards.
Familiarity with accounting principles and financial reporting
