Capacity Development Specialist
LOCATION: Ramallah, West Bank, with travel throughout West Bank/Gaza
DURATION: 3 Years
SUMMARY:
Relief International (RI) is currently recruiting Community Development Specialist (CDS) candidates
for an anticipated multi-year, USAID-funded Civic Participation Program in West Bank/Gaza.
The program will reinvigorate civic participation in the Palestinian Authority (PA) decision-making
process, in the monitoring and oversight of government institutions, and in the broader public sector
discourse in order to ensure a more vibrant and robust democratic dialogue between the government and the citizens of the future Palestinian state. The CDS will be responsible for the provision and oversight of technical direction and assistance in support of improved technical, financial, and human resource capacity of participant civil society organizations.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
-Coordinate with the COP in design and implementation of capacity building activities
-Directly oversee all capacity building activities for civil society organizations
-Ensure sound administrative practices with regards to record keeping, compliance with USAID
regulations, communications, etc.
-Support COP in recruitment of national staff and ensuring that all internal administrative and
HR policies and procedures are followed in accordance with established RI and USAID standard
practices.
-Supervise and provide support to local and international consultants and staff hired to assist and
work on the program.
-Travel within West Bank/Gaza to ensure the performance and implementation of the program.
-Coordinate activities internally with other RI programs in West Bank/Gaza.
QUALIFICATIONS:
-The candidate must have a university degree in management, public administration, finance, or
related field.
-Candidates must have a minimum 8 years of demonstrated experience and expertise in civil
society strengthening, including capacity development; community mobilization; and civil society-
related training and facilitation in one or more of the above-mentioned fields, with a preference
given to capacity development and/or working with grassroots communities.
-Previous work experience in the Middle East region is required.
-Candidates must also have a high level of interpersonal and communication skills.
-References for the last three years of work experience are required and will be verified.
-Knowledge of democracy and governance issues in Palestine is required.
-English and Arabic language proficiency are both required.
