Purpose:

The purpose of the Scope of Work is to describe the tasks and responsibilities of the consultant to assist CRS-JWBG staff to ensure smooth implementation of sessions with children in the Child Friendly Community Centers (CFCCs) which will be conducted by trained animators according to CRS’ activities manual.

Background:

Based on the consistent feedback, decades of practical on the ground experience in Gaza, and building off of the successful humanitarian response to the Gaza war of 2014, Caritas Germany and cooperating partner Catholic Relief Services Jerusalem, West Bank & Gaza have designed the Early Recovery for Lasting Resilience (ERLR) program. In an environment of near constant stress and with recurring shocks, the project aims to build the resilience of Gazan families through two major activities: 1) Savings and Internal Lending Communities (SILC groups) to help adults, mostly women, build their social and financial capital and 2) Child-Friendly Community Centers (CFCCs) to help children develop greater psycho-social resilience and wellbeing, while also providing youth with internships to increase their future employability.

The CFCCs project will be implemented in the Gaza and Middle governorates of the Gaza Strip, with a particular focus on border communities which have been particularly conflict-affected by the three most recent conflicts. Eight Child-Friendly Community Centers (CFCCs) will target eight communities in Gaza and Middle governorates. These centers will offer a wide range of extracurricular activities to children from different geographical locations in a safe and supervised play space that will also provide psychosocial support services and academic enrichment activities to neighborhood children. Broadly, the purpose of CFCC is to support the resilience and well‐being of children and young people through community-organized, structured activities conducted in a safe, child-friendly, and stimulating environment. Program participants will be children aged between 6 and 16 years, with an even split between boys and girls including children with disabilities. Parents of children attending CFCCs will be invited to attend caregiver sessions with the purpose of teaching parents how to manage their own stress and improving their knowledge in good parenting.

CRS contract 40 animators to work in eight CFCCs location; 5 animators in each center. It is expected to have eight groups of 20 children in each CFCC attending total 30-32 sessions over a period of 4.5 months. The CFCCs locations are in Gaza (El-Shaa’af, El-Sahaba, El-Zarqa and El-Sabra) and Middle Area (El-Berka, El-Sawarha, El-Maghazi and Wadi El-Salqa).

Scope of Work:

The consultant will assist CRS-JWBG staff and partners to conduct follow-up site visits to eight Child Friendly Community Centers (CFCCs) to ensure technical quality of the field work done by animators.
Responsibilities of the consultant:

The consultant will be responsible for:

- Developing a field visit protocol in consultation with CRS. The protocol will outline the behavioral aspects (of animators) to be observed. This should include: animators’ overall performance, preparedness, ability to manage children’s behavior in a constructive fashion, mastery of activities, etc. Final protocol to be approved by CRS.
- Prepare an assessment report based on initial site visits evaluating animators’ knowledge and skills in child development. Identify areas for improvement (this should be based on the CRS approved protocol noted in point 1).
- Design action plan for improvement for each animator based on assessment report. The action plan should include key recommendations and follow-up plans specifically tailored to each animator.
- Develop a monthly schedule for field visits and submit to CRS for approval. Any changes to approved schedule must be pre-approved by CRS in writing.
- Follow-up with project implementation at all eight CFCC locations to ensure activities are implemented according to CRS activities manual and in compliance with techniques of active learning, psychosocial support and CRS’ protection policy.
- Assess the quality of “free-activities” (activities designed by animators) based on the field visit protocol (as mentioned in point 1).
- Design daily activity sheet and work plan templates (these will be filled-out on a regular basis by the CFCC staff and animators).
- Complete reports (these will be brief) after each field visit including improvements made by animators (based on their individual action plans that were developed following the assessment in point 3) as well as achievements, findings, concerns, recommendations, and any future action for follow up.
  - All field reports should be submitted to CRS on a weekly basis
  - Consultant will meet with CRS staff periodically to discuss findings, recommendations and any key concerns.
- Provide informal coaching and orientation to animators and CFCCs field staff.
- Review activity manual and provide CRS with his/her comments, concerns and recommendations.
- Contribute to animators’ performance assessments mid-way and at the end of their internship.
- Assist site supervisors to implement parts of the Staff Care Manual by ensuring site supervisors have the knowledge and skills to implement activities.
- Lead self-care sessions for the CFCC staff as requested by CRS.
- Participate in local committee meetings to ensure activities are respond to community culture and needs.
- Monthly reports summarizing findings (i.e. achievements, animator improvements and recommendations) in English.
- Prepare final report covering the period of the consultancy service and submit to CRS within 14 calendar days following the end of the CFCC activity sessions (first round).
- Attend open days and ceremonies at the CFCCs.

Expected Deliverables:

The consultant will be responsible to ensure the completion of the following deliverables:

- CRS-approved field visit protocol (ref. 1).
- Minimum of 1 site visit per CFCC per week. Frequency will be more during assessment and project start-up (ref. 2, 5 & 6).
- Assessment report detailing animators’ strengths and areas for improvement submitted one week after assessment. (ref. 2).
- Long-term action plan for each animator resulting from assessment (ref. 3).
- CRS-approved schedule for field visits submitted monthly (ref. 4).
- CRS-approved templates for daily activity sheet and work plan (ref. 7).
- Individual field reports for each field visit (based on CRS template) (ref. 8).
- List of comments, concerns and recommendations for CRS activity manual (ref. 10).
- 40 completed animator assessment forms (forms to be designed by CRS) (ref. 11).
- Document completed staff-care/self-care sessions in the comments section of the daily reports (ref. 12 & 13).
- Monthly reports (ref. 15) summarizing findings (i.e. achievements, animator improvements and recommendations) in English.
- Final report covering the period of the consultancy service (template to be shared by CRS) (ref. 16).
- The primary language for all deliverables is Arabic while the monthly reports and final report must be submitted in English.
- CRS reserves the right to add any additional deliverables if agreed upon mutually with the consultant.

Timeline and important dates:

CRS will work with the selected candidate to develop a timeline for all deliverables. Once selected, the consultant will begin work immediately.
The payment terms:

CRS will pay the consultant based on successful completion of deliverables. Each candidate should submit their financial offer (based on the deliverables).
