PROGRAM/DEPARTMENT SUMMARY:
Mercy Corps (MC) is a non-profit, non-aligned, secular non-governmental (NGO) humanitarian relief and development organization, registered in the United States and Scotland with offices in more than 40 countries around the world, including the West Bank and Gaza, where the organization has been active in implementing relief and development programs for nearly a decade. Mercy Corps ‘West Bank and Gaza’ has staff based in East Jerusalem, Ramallah and Gaza City offices that implement programs throughout the Palestinian territories.
GENERAL POSITION SUMMARY:
Mercy Corps has implemented Cash for Work/Short Term Employment programs in Gaza for over eight years with funding from a range of donors. Currently, Mercy Corps is carrying out the Cash for Work /Short Term Employment Program; which aims to provide temporary employment opportunities to individuals from vulnerable families, and also the provision of much needed services to the broader community such as renovation and beautification for public facilities besides helping farmers and fishermen.
Mercy Corps is planning to expand its current cash for work program to extend its current activities to new geographic area and to increase number of beneficiaries with assistance of relevant community organizations. This program expansion is pending donors fund approval and availability. Based on that, Mercy Corps is seeking qualified candidates to occupy the below described position to support the program shall Mercy Corps is granted this expected fund.
The Program Coordinator will work directly with the Program Officer/Senior Program Officer and Program Manager to ensure timely coordination between community organizations and other local stakeholder groups for effective implementation of the Program and to perform the essential job functions including all necessary actions of supervisory responsibilities.
ESSENTIAL JOB FUNCTIONS:
1-Supervise work group leaders and oversee the day to day efforts of work groups in order to ensure the work is done in a systemic way and according to plans and specifications
2-Conduct daily field visits to all ongoing work Program-sites.
3-Certification of time sheets of workers as prepared by group leaders and the finalization of monthly worker payroll
4-Assist in the formation of Community Committees (CC)
5-Develop and maintain good relation with Community committees.
6-Work closely with CCs to identify suitable work Programs / activities to be implemented.
7-Work closely with Program Officer on scheduling of materials and labor for each work Program
8-Work closely and cooperatively with other MC program staff, local partner NGOs and CCs.
9-Implement Programs as planned according to developed schedules and timelines.
10-Prepare daily, weekly and monthly reports of the Program activities.
11-Assist in the evaluation of the Program.
12-Prepare worker lists and check them properly
13-Assist in planning baseline surveys and collecting baseline data
14-Performance of work beyond normal office hours as required, without additional compensation.
15-Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
16-Other duties as assigned.
SUPERVISORY RESPONSIBILITY:
The Program Coordinator does not have supervisory responsibilities.
ACCOUNTABILITY
REPORTS DIRECTLY TO: Program Officer
WORKS DIRECTLY WITH: Other Program Coordinators, Social Workers, Storekeepers, HR, DM&E, Admin, Finance and Procurement staff
KNOWLEDGE AND EXPERIENCE:
1-University degree in engineering, development studies, Program management, or other related field.
2-At least two years of relevant work experience.
3-Understanding of the social, political, and economic context of Palestinian territories, especially in the Gaza Strip.
4-Good writing skills in English and Arabic.
5-Proficiency in MS Office.
