PROGRAM/DEPARTMENT SUMMARY:
Mercy Corps (MC) is a non-profit, non-aligned, secular non-governmental (NGO) humanitarian relief and development organization, registered in the United States and Scotland with offices in more than 40 countries around the world, including the West Bank and Gaza, where the organization has been active in implementing relief and development programs for nearly a decade. Mercy Corps ‘West Bank and Gaza’ has staff based in East Jerusalem, Ramallah and Gaza City offices that implement programs throughout the Palestinian territories.
GENERAL POSITION SUMMARY:
Mercy Corps has implemented Cash for Work/Short Term Employment programs in Gaza for over eight years with funding from a range of donors. Currently, Mercy Corps is carrying out the Cash for Work /Short Term Employment Program; which aims to provide temporary employment opportunities to individuals from vulnerable families, and also the provision of much needed services to the broader community such as renovation and beautification for public facilities besides helping farmers and fishermen.
Mercy Corps is planning to expand its current cash for work program to extend its current activities to new geographic area and to increase number of beneficiaries with assistance of relevant community organizations. This program expansion is pending donors fund approval and availability. Based on that, Mercy Corps is seeking qualified candidates to occupy the below described position to support the program shall Mercy Corps is granted this expected fund.
The Program Officer will work directly with the Program Manager to ensure timely coordination between community organizations and other local stakeholder groups for effective implementation of the Program and to perform the essential job functions including all necessary actions of supervisory responsibilities.
Main Responsibilities:
1-Work cooperatively with the Mercy Corps staff, local community, partner CBOs/NGOs, and other relevant parties.
2-Coordinate and liaise between the project staff (Project Coordinators and Social Workers) and provide any necessary administrative or programmatic support to the team.
3-Assist in forming Community Committees in each area where the Mercy Corps project is to be implemented.
4-Prepare for and follow up on coordination meetings with Community Committees, local CBOs/NGOs and other local bodies.
5-Work with local partners, Community Committees and Mercy Corps staff on identifying potential lists of beneficiaries and work projects.
6-Develop work plans and follows up implementation of ongoing projects.
7-Conduct regularly field visits to the project sites and as required.
8-Generate verbal and written translations of pertinent project documentation as needed/required.
9-Assist in planning baseline surveys and collecting baseline data.
10-Participate in various project evaluations.
11-Regularly report on project implementation/ progress to the Program Manager.
12-Liaises and coordinates with other Mercy Corps departments as needed.
13-Performance of work beyond normal office hours as required, without additional compensation.
14-Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
15-Any other duties as required by the Program Manager.

ACCOUNTABILITY
REPORTS DIRECTLY TO: Program Manager
WORKS DIRECTLY WITH: Program Director, other Program Officers, HR, Admin, Finance and Procurement staff
KNOWLEDGE AND EXPERIENCE:
1-University degree in engineering, development studies, management, or other related field.
2-At least three years of relevant work experience.
3-Understanding of the social, political, and economic context of Palestinian territories, especially in the Gaza Strip.
4-Good writing skills in English and Arabic.
5-Proficiency in MS Office.
