Chief Engineer/Design Development
ANERA is an international, non-pro t, non-governmental organization implementing infrastructure projects in the West Bank and Gaza. ANERA is recruiting for the Palestinian Community Infrastructure Development (PCID) Program, a USAID-funded program the following position to be based in its Jerusalem office:
Chief Engineer/Design Development (CE/DD)
General Roles and Responsibilities:
-Manage the Engineering Design Development Unit in the Jerusalem office.
-Manage the process of developing project concepts and pro les.
-Manage the development of engineering designs under the PCID program.
-Coordinate closely with the partner engineering design rms.
-Issue engineering design task orders to engineering design partner rms.
-Oversees the process of compiling design packages to be submitted to USAID for technical review.
- Manage the development of Environmental Impact Assessments in terms of timing and their compliance with USAID applicable rules
and regulations as well as national standards and liaise closely with the USAID Mission Chief Environmental Office
-Oversee the coordination with the PA line Ministries (such as PWA, the Ministry of Health, Ministry of Education and Higher Education, etc. ) through the steering committees in terms of identifying needs, priorities, technical evaluation, licensing, etc.
-Oversee the tendering process after having made sure that all USAID approvals have been obtained and documented.
- Work in close coordination with the Chief Engineers for Construction in the areas and serve as a member of the tender review, evaluation and recommendation to award committee.
-Manage the project proposal development process and ensure that data is revealed to the Reporting, Monitoring & Evaluation Manager to ensure its entry into the USAID Geo-MIS system.
-Liaise with the reporting and Monitoring Manager, to make sure that output and impact indicators of PCID are correctly accounted
for all projects activities.
-Closely cooperate with PR & Communication Manager in providing projects information for events preparation purposes.
-Reports to the D/COP on all issues related to Designs development especially schedules.
-Other duties as requested or assigned by PCID Deputy Chief of Party.
Minimum Requirements:
-A minimum of a Bachelors Degree in Civil Engineering, a Master Degree is a plus, or related fields from an accredited university.
-At least twelve years of solid experience in managing engineering designs and designs development, Engineering Site and Construction Management, Project Management and Infrastructure works.
-Previous experience and expertise working within the water, sanitation and infrastructure sector is highly desirable.
-Experience in developing work relationships with the Palestinian Line Ministries is highly desirable.
-Knowledge of Local and International Engineering Practices and Design Standards.
-Knowledge of the local design and contracting context.
-Demonstrated knowledge of USAID regulations, policies and compliance requirements related to international assistance and Infrastructural Programs.
-Demonstrated organizational skills and strong track record in meeting deliverables and deadlines.
-Excellent oral communication and presentation skills.
-Previous experience managing infrastructure projects within the context of similar USAID Programs.
-Experience with MS Of ce Suite, Excel, Auto Cad, Primavera, MS project, etc.
-Proven ability to multitask and prioritize within a shifting workload environment.
-Strong interpersonal skills.
-Excellent analytical ability, sound judgment, independent and creative thinking.
-Fluency in Arabic and English.
