CHIEF FINANCIAL ANALYST

The United States Agency for International Development (USAID) is seeking highly qualified candidates for consideration for the position of Chief Financial Analyst. The primary purpose of this position is to provide comprehensive analysis and advice on the complex financial aspects of designing, implementing, reviewing and evaluating USAID activities. Serves as Mission expert regarding Palestinian and Israeli Value Added Tax matters and acts as the alter-ego of the Controller regarding audit, VAT, financial reviews and resolution of program implementation issues. This position is located in the USAID offices in Tel Aviv though there would be regular travel to Jerusalem and the West Bank.
DESIRED QUALIFICATONS:
-A Master’s Degree in accounting, business administration, finance, economics, or a business-related field is required. Professional certification in accounting or finance (e.g. CPA, CMA, CA, CFA) is desirable.
-A minimum of nine years of increasing responsibility and experience in professional accounting, financial management or auditing is required, of which a minimum of two years must include supervisory responsibility.
-Prior work experience must also include a minimum of two years with US government or other donor/public international organizations in the field of analysis and evaluation of development projects in the Palestinian
Territories.
-A thorough knowledge and understanding of professional accounting principles, theories, practices and terminology as well as the principles and accepted practices of governmental and business financial accounting, budgeting and reporting is required.
-Must have a thorough knowledge of how development projects are designed, implemented and evaluated. A thorough knowledge of laws, regulations and procedures associated with USAID financial management is also
desired.
-Must demonstrate strong leadership abilities and be able to maintain effective working relationships both internally and externally.
-Level IV (fluency) in English and Arabic is required. A good working knowledge of Hebrew is desirable.
