The United Nations Relief and Works Agency for Palestine Refugees invites applications from qualified candidates for the post of:
 

Chief of Finance

1-Vacancy No. : 004/2014/X
2-Duty Station : Field Office Jerusalem
3-Department : Microfinance Department
4-Basic Salary : 1,324.1 JD (and exchange rate adjustment) that varies in accordance to the pay policies set by the Agency.
Other fringe benefits include provident fund & health insurance.
5-Allowances : Family Allowances payable up to 7 children and spouse.
An allowance of 1000 NIS payable in JD at UNRWA rate.
An allowance of 90% as Special Occupational Allowance( SOA)

6-Qualifications:
-Advanced university degree in business, finance, accounts or management.
-Training in microfinance management.
-At least 10 years experience in finance management, supervision, administration and development of a microfinance or financial institution of which five years should have been in a large governmental or international organization at a senior level.
-Excellent command of written and spoken English.

Competencies
-Ability to plan, organize and supervise the work of others.
-Proven ability in establishing effective internal and external work relationships at all levels.
-Ability to plan, organize and prioritize their own work, works well under tight deadlines and handle multiple concurrent activities.
-Initiative and proven ability to work with minimum supervision.
-Understanding of internal and external audit process.
-Experienced in the IAS, IFRS and CGAP standards and regulations; able to implement all requested accounting standards when preparing the Financial Statements of the department.
-Experience in analysing and reviewing portfolio quality and formulation of credit policy initiatives to improve its performance and efficiency.
-Accurate interpretation of financial ratios, with the ability to identify and analyse critical trends of key efficiency, performance and profitability ratios to determine the financial health of credit operations and capacity to make recommendations that will improve performance.
-Computer literacy including database management and data presentation.

DESIRABLE QUALIFICATIONS
Experience in developing and conducting training courses.

ADDITIONAL INFORMATION
-The incumbent is required to travel frequently throughout the Agency’s areas of operations.
-Possession of a valid driving license.
-The incumbent should have the willingness to work after normal duty hours and official holidays.
