Chief of Party
Save the Children is seeking a qualified candidate to fill the following vacancy in Gaza with frequent travel to West Bank and Jerusalem, as needed:
The role:
The Chief of Party (CoP) will provide leadership and overall management of the anticipated USAID-funded, 3-year Gaza Household WASH project. The CoP will work with local partners, communities and the Coastal Municipality Water Utility. The CoP will provide full cycle programme management and will ensure timely and quality delivery of USAID contractual deliverables and compliance with USAID and Save the Children (SC) regulations. The CoP will lead the project’s strategic, financial, and operational planning, including the annual work planning processes. The CoP will take the lead in programme representation, internal and external communication, and will lead and coordinate the technical assistance and Monitoring and Evaluation (MEAL).
Key Area 1: Programme planning, implementation and directions
- Lead the full cycle of development, implementation, and closeout of the programme.
- Ensure the project is designed and implemented according to donor requirements and expectations in terms of quality and timely results, deliverables, and budget management as well as sustainability.
- Ensure that programme implementation focuses on inclusiveness of youth and women and their effective participation.
- Lead the project steering committee, ensuring timely resolution of issues or concerns.
- Ensure the project follows SC Project Management standards and adheres to SC MEAL policies and procedures, with strong coordination between programme and operations leads.
- Coordinate and lead partnerships with other consortium member organisations in the implementation of the project in line with SC partnership principles.
Key Area 2: Staff leadership and development
- Effectively manage senior programming and operations talent.
- Manage team dynamics and staff well-being.
- Provide coaching and mentoring. Strategically tailor individual performance and development plans and complete performance assessments for direct reports.
- Oversee the development of staffing plans and the recruitment process of senior staff.
- Establish a safe environment for sharing of ideas, solutions, and difficulties and the capacity to detect, analyse, and respond quickly to deficiencies.
- Identify performance gaps and training opportunities for SC and partner staff and ensure the design and delivery of high quality training and technical assistance.
Key Area 3: Programme risk management, safety and security and Child Safeguarding Work closely with the line manager, Director of Programme Operations and Safety and Security staff to:
- Manage and mitigate risks through monitoring national and regional issues that may impact staff and programming.
- Ensure all staff understand and adhere to SC staff safety and security policies and plans, and ensure the updating of such plans.
- Ensure that all programme strategies and implementation activities are in line with the SC Child Safeguarding policy, that SC and partner staff are fully trained, and that a system of accountability for the programme is established.
Key Area 4: Budget management and compliance
- Promote, uphold, and model a commitment to efficient use of agency and donor resources.
- Ensure compliance with donor regulations, including financial tracking and oversight of partner budgets, finance, and administration and reporting to the donor.
- Approve programme expenditures, budget adjustments, and modification requests to the donor.
Key Area 5: Programme representation, material creation, advocacy, visibility
- Oversee the development of communication strategies and materials, complying with donor and SC branding and marketing requirements and procedures.
- Coordinate relationships with Palestinian partner organisations, including organisation of planning workshops and project review sessions.
- Serve as the primary point of contact with the donor as well as the Palestinian public, private and non-government stakeholders.
Key Area 6: Emergency preparedness and response
The post holder is expected to work with their line manager to participate effectively on CO Emergency Preparedness Planning and it is expected the project team will be trained and ready for any potential large scale humanitarian response needed.

Qualifications and experience:
Must have an advanced degree (Master’s or higher) in international development, public administration, Engineering (specifically WASH & Environmental management), environmental policy or any other related field.
- At least 10 years’ experience as CoP in WASH, low cost sanitation, urban water supply, community- disaster risk reduction, community mobilization and behavior change.
- Demonstrated outstanding leadership, effective organisational development, partnership-building, managerial, team-building, budgeting and communications skills.
- Proven ability to coordinate with other key stakeholders such as UN agencies, governmental and NGOs.
- Professional fluency in English
- Advanced computer skills including all Microsoft applications.
- Outstanding reporting and presentation skills.
- Prior experience in West Bank and Gaza, and/or region.
- Professional working proficiency in spoken and written Modern Standard Arabic.
- In depth knowledge in Sphere, CRC and previous experience in ToT and ER related trainings.
- In-depth knowledge of USAID approaches and regulations.
- Familiarity with the political, social, and cultural context of country is preferred.
