Chief of Party
Chemonics International seeks a Chief of Party (COP) for the anticipated USAID-funded Local Governance Strengthening Activity in the West Bank. The project will seek to strengthen the ability of local government units to be more responsive, effective, inclusive, and accountable. The COP will report to the Program Director in Chemonics' Washington Office and oversee both the technical and operational management of program activities. The COP will also be the primary point of coordination for contract implementation. The COP must have at least 10 years of experience working on donor-funded projects in the West Bank and/or the wider region. Candidate should have proficient English skills and be well-versed in issues related to local governance strengthening and accountability.

Responsibilities
- Oversee and ensure completion of all tasks and objectives, and implementation of all activities under the project.
- Manage a large and diverse team.
- Publicly represent the project and oversee coordination with key stakeholders, including USAID, local government officials, civil society organizations, and others in politically sensitive contexts.
- Supervise and manage technical implementation and operational management of the project.

Qualifications
- Bachelor's degree in relevant field is required. An advanced degree is preferred.
- At least ten years of experience managing governance-related donor-assisted projects.
- Experience with projects of similar scope/complexity in the West Bank and/or the wider region.
- Demonstrated experience advancing equitable, inclusive, and accessible programming that engages a diverse range of stakeholders is required.
- Understanding of the country context and key stakeholders is required.
- Demonstrated leadership, versatility, and integrity.
- Strong written and verbal communication and presentation skills in English required. Arabic fluency advantageous.
