Anera is a development assistance and humanitarian aid organization that has been operational in the West Bank, Gaza, and Jerusalem since 1968. Anera focuses on agriculture and rural development, water and sanitation, job creation, health, and education. Anera is currently seeking a Chief of Party (COP) for an anticipated USAID-funded Gaza Health Recovery Activity (GHRA) Program. This full-time position is based in Ramallah and requires travel to the West Bank, Gaza, and East Jerusalem.

The Gaza Health Recovery Activity (GHRA) is a 5-year USAID project designed to address the critical healthcare needs resulting from the ongoing conflict in Gaza. The primary objective of the project is to restore and enhance essential health services in the region amidst significant disruptions. This includes activities across various health sectors such as basic and emergency curative health services, primary healthcare (including obstetric services, mother and child health, communicable disease control, immunizations, supplementary feeding programs, and management of non-communicable and chronic diseases), secondary healthcare, treatment of physical trauma and tertiary care, mental health services, psycho-social support, and rehabilitation.

The availability of this position is contingent upon donor approval and funding.

Job Summary:

The COP will report to the Country Director and will serve as the primary Point of Contact (POC) with USAID TOCOR. The Chief of Party will lead program implementation and ensure quality control, encompassing technical leadership, human resources management, oversight of physical assets and finances, and communication responsibilities.

Management/ Oversight Duties:

  • Provide management, technical support, and leadership to the overall technical and financial management of the project
  • Develop and implement the project's overarching strategy, work plan, and budget to achieve project objectives.
  • Supervise and lead the senior team across all consortium members, fostering leadership and enhancing capacity among core project staff.
  • Direct technical and operational planning, as well as strategic communications, for the project.
  • Provide technical guidance for developing and adhering to Monitoring, Evaluation, Accountability, and Learning (MEAL) plans and Collaborating, Learning, and Adapting (CLA) plans across successive project phases to monitor performance and outcomes.
  • Ensure full compliance and robust support for contract, finance, and grants administration functions through effective systems and procedures.
  • Identify issues and risks related to program implementation and guide appropriate program adjustments
  • Serve as the primary point of contact between USAID and all other subcontractors, partners, stakeholders, national and regional policymakers, and Anera’s HQ office
  • Lead annual work planning development process, implementation of work plan activities, and delivery of annual targets
  • Build the capacity of local staff in both technical and managerial skills
  • Ensure compliance with local labor laws, international engineering standards, USAID policies, and Anera’s policies and procedure
  • Monitor the execution of work plan activities, ensuring consensus on project objectives and results, that activities are performed to a high professional standard, and that objectives are met and results are achieved
  • Ensure high-quality performance in fulfilling contract requirements in compliance with contract provisions and USAID regulations
  • Oversee field office finances and work with home office in management of contract finances; responsible for allocation of project resources, commodity procurement, and grants compliance
  • Assure timeliness and quality of reports and deliverables as called for in the contract
  • Define personnel needs and scopes of work for full-time and short-term consultants

Job Requirements

Job Requirements:

  • Advanced university degree in Economics, Business Administration, Engineering Management, or any other related field.
  • Over ten years of experience as a leader and manager in senior-level management of USAID-funded projects with focus on health, infrastructure, and community development, preferably in the Levant.
  • Experience must include supervising staff, human resources management, procurement, budgeting and financial management, and management of contracted technical experts and consultants.
  • Experience preparing terms of reference and budgets for consultant contracts and supervising contractor performance and technical and financial reporting.
  • Demonstrated high-level competency in writing and editing professional technical reports and other written products in English.
  • Excellent communication skills, both verbal and written. Demonstrated representational skills. Ability to maintain favorable public relations.
  • Ability to travel within and between Jerusalem, West Bank, and Gaza

 Minimum Requirements:

Qualifications, experience, and competences

  • Master’s degree in public health, international development, or another field relevant to the Activity and International Development/NGO Management.
  • Experience in managing similar programs in the MENA region.
  • At least seven (7) years of experience in senior management positions, preferably managing and leading large, complex health activities in developing countries and working under a USAID funded program.
  • Experience in managing field operations, maintaining relationships, and managing sub-awards and partnerships with a broad range of stakeholders, including donors, implementing partners, and private sector entities.
  • Proven consortium and partnership management skills.
  • Demonstrable knowledge across the following operational and financial disciplines: Financial and Budget Management, fluency in USAID Rules and Regulations, USAID Project Management, Procurement, Human Resources, Field Finance, contracts, subcontracts, grants management, and General Operations and Administrative Management
  • Familiarity with the health sector
  • Possess excellent organizational and analytical skills.
  • Experience in establishing strong working relationships with colleagues from different functions and backgrounds.
  • Experience in maintaining a flexible approach to managing and prioritizing a high workload and multiple tasks in a fast-paced environment with tight deadlines.
  • Fluency in Arabic and English.
