Catholic Relief Services is an international aid agency and has been present in the Jerusalem, West Bank, and Gaza for over 50 years. The CRS JWBG country program currently supports development/relief programs and activities in the sectors of humanitarian assistance, civil society, youth development, education, and peace & justice.
Position Title: Chief of Party, Civic Participation Program
Reports To: CRS Country Representative
Note:
This position is dependent upon funding as well as the donor’s approval of the proposed Chief of Party. The applicant must be willing to commit to an assignment of no less than three years.
BACKGROUND:
CRS is seeking applicants for the Chief of Party (CoP) position for an anticipated USAID Civic Participation Program in the West Bank.
Job Responsibilities:
The CoP is responsible for overall program management and will be expected to interact regularly with program staff, USAID Mission staff, civil society organizations, PA officials, other donors, and all program stakeholders.
Qualifications and Skills
1-Graduate Degree in Development Studies, International Relations or related field required.
2-Minimum 10 years managing large USG-funded programs required.
3-Demonstrated experience in managing similar or relevant civil society programs.
4-Knowledge of key USG regulations including, but not limited to USAID 22 CFR Part 226 Administration of Assistance Awards to U.S. Non-Governmental Organizations, 22 CFR Part 145 Grants and Agreements with Non-Profits, OMB Circulars A-122, Cost principles for non-profit organizations and A-133 Audit of states, local governments, and non-profits preferred.
5-Proven leadership and inter-personal skills and ability to build and motivate diverse and talented teams.
6-Proven experience in building and maintaining institutional linkages required.
7-Public relations skills required.
8-Cultural sensitivity, patience and flexibility.
9-Previous working experience in the Middle East.
10-Excellent oral and written English required; Arabic communication skills will be a significant advantage.
