Child Protection Advocacy Specialist 



Location: Gaza City, Palestine
Supervisor: Head of Office, Gaza
Working time: 100%
Duration: Until 31st December 2017. Renewable, funds permitting.

Background: Tdh is the largest non-governmental organisation for children’s aid in Switzerland. It undertakes to support the most vulnerable members of society through child protection and Justice for Children projects. Tdh has development projects and emergency relief programs in 34 countries and currently has operations in Hebron, Bethlehem and Gaza. Its Delegation Office is based in Jerusalem.
Terre des hommes, in partnership with Action Against Hunger and Premier Urgence International (PUI) established a project entitled Gaza Partnership (Fostering the protection of vulnerable groups (IDPs, women and children, farmers in ARA) in the Gaza Strip through a multisectoral approach integrating protection, emergency preparedness, and response mechanisms and evidence-based advocacy). The third result of this Action relates to advocacy. On the occasion of  2017 anniversaries (10 year of blockade and 50 years of occupation), the partners are organize an immersive attendee experience using virtual reality.
In the Advocacy result of this Action (Result 3), Tdh will advocate with Third States, the Europen Union and other decision makers for policy change to ensure protection of the population of Gaza Strip from international humanitarian and human rights law violations, with a strong focus on protecting children. Access permitting, the post holder will regularly travel to Jerusalem, Bethlehem and Hebron.

General Responsibilities

The Child Protection Advocacy Specialist has responsibility for maximising impact on the humanitarian/child protection policies and practices of local, national, regional and international actors.

The post holder will lead the delivery and coordination of Tdh’s advocacy work in Palestine relating to child protection issues. He or she will build and maintain close links with Head of Office, Gaza Partnership partners, Country Representative (based in  Jerusalem) and Brussels office.

The Child Protection Advocacy Specialist is in charge of implementing the following activities:
GazaReal virtual reality event
Child Protection Needs Assessment led by Tdh (research and publication)
SPHERE Manual Revisions Consultations with partners in Gaza
Institutionalization of Child Protection Standard Operating Procedures and Case Management System

The post holder will conduct his or her duties in respect of the Tdh Vision 2030, Strategix plan 2016-2010, the Charter of Terre des hommes and the Tdh Child Safeguarding Policy (CSP). S/he advises the Country Representative on cases of breaches of the CSP.

Terre des hommes expects that its staff’s professional conduct reflect proper behaviour in accordance with local culture and traditions. The incumbent assures the moral protection of the name of Terre des hommes and defends in all circumstances the interests of the Movement.

Tdh intervenes without any political or religious consideration and is a non-profit organisation. The incumbent will direct his or her activities without preoccupation of political, racial or religious affiliation.


Specific Responsibilities

-Coordinate and ensure all the project activities are implemented in adherence with Tdh polices and guided by the vision of project goals.
-Develop a work-plan for the project activities and coordinate its implementation with the team.
-Liaise effectively with advocates from partner organisations (Action against Hunger, PUI) in respect of the project objectives, including setting monitoring activities and ensuring project documentation and visibility.
-Ensure monitoring of the project activities (field visit, regular project monitoring reports etc.)
-Actively participate in team meetings Gaza Partnership meetings when required.
-Working closely with Tdh Logistics, Finance Admin manager, organise visits by external contractors
-Procure, contract and follow-up the work of Child Protection Needs Assessment Consultants
-Organise SPHERE Manual Revisions Consultations in Gaza
-Roll-out Child Protection Case Management System and child protection SOPs through sensitization sessions across Gaza Strip
-Provide comprehensive monthly reports in a timely manner to line Manager
-Commit to respect the Tdh security plan and to collaborate to its updating.
-Maintain a constant observation of the security situation and to report every security incidents to Head of Office and Security Focal Point in a timely manner.
-Ensure a positive and professional image of the Foundation is conveyed at all times
-Communicate externally, preferably in a visual way.
-Carry out any other tasks that may be required by the Line Manager (Gaza Head of Office) and Country Representative.

Required Qualifications

The successful applicant has a passion for communicating and influencing in an effective way.

-University degree in Psychology, Education, Social Sciences, Law or related fields
-At least 3 years of experience in management and coordination
-At least 2 years of experience in the Child Protection Sector, ideally with an INGO or UN agency
-Excellent writing and communication skills in both English and Arabic. All work and reporting is conducted in English

Specific  Advocacy and Child Protection competencies:

-Knowledge and previous experience in the field of child rights, working experience in child protection
-Knowledge of international legal framework re. child rights
-Ability to collect, select, analyze and manage information
-Ability to produce high quality reports in English
