War Child Holland (WCH) is an independent and impartial international non-governmental organization investing in a peaceful future for children and young people affected by armed conflict. We strive to empower children and young people while enabling adults to bring about positive and lasting change in the lives of conflict affected children and young people.
WC believes that children and young people should play an active role in defining the future, not only for themselves but also for their communities. Children are creative and have the ability and skills to shape their lives and cope with adversity, even when they have experienced armed conflict.
Our current program works in partnerships with local organizations to safeguard children’s rights, focused primarily in the areas of protection, participation and advocacy.
The challenge
War Child (WC) is seeking child protection consultant on a temporary consultancy basis for 4 months (between 8-10 working days per month) with demonstrated skill, expertise, and experience in responding to the need of WC in identifying protection priorities, respond to funding opportunities and develop proposals and concept notes. The protection consultant will work closely with the program development management and WC team. The consultant will ensure responses are compliant with donor requirements, technically clear and accurate, and adhere to WC style.
Scope of Work
In close collaboration with the Program Development Manager and other WC staff in Gaza and WB, the consultant will be asked to conduct several tasks and deliver the expected results as indicated below:
-Contribute to the program development of the WC oPt Annual Plan
-Conduct child protection assessments
-Lead proposal development process, including problem analysis, towards the timely submission of a compliant and competitive proposal (narrative and budget)
-Conduct desk reviews and analysis on different topics related to Child Protection issues in the oPt
-Conduct training sessions and workshops on protection issues for WC partners
-Contribute to the development and piloting of WC technical methods
-Contribute to the identification of new partnerships
-Support WC CP programs and interact on behalf of War Child with the clusters (CPWG, MRM, MHPSS)
Duration:
WC is looking for a consultant that can dedicate between 8-10 working days per month to support our Country Program during a period of 4 months, starting May 2015. Upon satisfactory performance and quality of the products, the contract can be extended.
Qualifications:
-University degree relevant to human rights: social sciences or international development
-Proven experience in child protection issues, Child Rights or related topics;
-Proven analytical and writing skills;
-Demonstrated skill in using terminology and concepts related to Child Rights and Child protection issues.
-Excellent research skills and the ability to write persuasively and articulately are essential.
-Proven communication, interpersonal, representation, negotiation, promotion and diplomacy skills;
-Ability to quickly develop good insight and understanding of WC Strategy and country programme;
-Fluency in the English language, both written and verbal; Fluency in the Arabic language, both written and verbal
-Flexibility to travel within the Palestinian Territory.

Financial arrangement
The consultant shall submit a detailed remuneration fee in Euros that includes all costs per working day (travel, health insurance, printing, taxes, etc...). WC will provide office space for the consultant but all other expenses ought to be covered in the fee. WC will pay the agreed upon fee in instalments linked to the product that will be agreed in the contract, and after the required documents have been approved by the Program Development Manager. The consultant must provide a deduction at source certificate.
Commitment to the vision and goals of War Child Holland including adherence to the Child Safety Policy is required.
