Post location: oPt Country Office – Ramallah

Contract Duration and Level of Effort: 100% - Open ended.

As a member of the Programme Development & Quality (PDQ) Team, the Child Protection/Child Protection in Emergency Adviser will be responsible for developing and articulating a full spectrum Child Protection strategy including both development and humanitarian elements. In close coordination with the program operations team, the CP/CPiE Adviser will provide technical guidance and oversight in the development, implementation, monitoring and reporting of all CP and CPiE interventions , ensuring they are implemented in a high quality and timely manner. This includes working with the CRG and Partnership Adviesr in developing and implementing technical capacity building plans for SCI and partner teams.

The CP/CPiE Adviser will be the technical lead on developing high quality concept notes and proposals in close coordination with partner organizations and the wider SCI team. The Adviser will develop strong relationships with Government, UN, NGO and local partner counterparts. In addition to ensuring program development and quality, the CP/CPiE Adviser will represent SCI and ensure ongoing coordination in the humanitarian Cluster/working groups and with the Palestinian Authority, closely collaborating with SCI ACCM team. The CP/CPiE Adviser ensures strategic and technical links to regional, global and Member thematic technical capacity groups for strategic alignment and advocacy purposes.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

KEY AREAS OF ACCOUNTABILITY:

Technical Leadership:

  • Provide technical leadership for Child Protection for the Country Office, and set the strategic approach in relation to the wider country strategy
  • Build capacity of national staff and partners in key technical approaches related to Child Protection

Ensuring Programme Quality (Design & Implementation):

  • Lead on developing a full spectrum CP Sector Strategy and an integrated Education MHPSS , SGBV and CRG , Strategy that is guided and driven by Save the Children’s country strategy.
  • CP/CPiE adviser should ensure solid collaboration and engagement with the key stakeholders such as government officials, UN agencies , huminatarian coordination clusters and subl slusters and national child protection counterparts.
  • Cultivate a strong child protection team across various departments and teams (Program operations, AMU, MEAL, Advocacy and Communications) to ensure a unified child protection Strategic vision
  • Through close collaboration with other sector advisers/ specialists, ensure the CP,CPiE and CAAC ,PCIC and the CoP Strategy efficiently integrates with other sector approaches, ensuring holistic child protection across sectoral lines (Education, Child Rights Governance, Child Poverty etc)
  • Contribute to and ensure quality programme and donor reports in compliance with internal Save the Children requirements and any relevant external donor requirements.
  • Develop risk assessment and mitigation strategy for the organization’s operations in the CP/CPiE sector.
  • Working closely with MEAL team lead on designing CP/CPiE studies and researches in coordination with other SC thematic areas and other external sector agencies, ensuring studies, researches and assessments are documented and include a specific analysis of children’s needs, vulnarabilities , encountered inequalities , risks and concerns, and ensure age and gender sensitive meaningful child participation in all the studies and researches.
  • The adviser leads on child protection assessments using Save the Children assessment processes and tools and the Inter-agency Child Protection Assessment Resource Toolkit adapting the tools as necessary. and ensure age and gender sensitive meaningful child participation in all CP assessmnets.
  • The adviser will coordinate with other Save the Children thematic areas, the Child Protection Working Group, and other external sector agencies, ensuring assessment findings are documented and that all assessments include a disaggregated analysis of children’s needs, vulnarabilities ,encountered inequalituies , risks and concerns.
  • Working closely with the MEAL team, put in place a national CP/CPiE sector MEAL plan, ensuring this links to reporting requirements, and capacity build technical field staff in carrying out the work across county office and between field offices ensuring comparable and aggregated quality indicators and data.
  • Working closely with MEAL team, support information management and lead technical analysis of data including all CAAC incident reporting data.
  • Working closely with the accountability lead put in place accountability activities for child protection, ensuring that feedback from all relevant stakeholders is considered in programme design.
  • Promote and monitor integrated programming in a way that increases overall impact of child protection programmes at the community level.
  • Lead organization thinking around CP/CPiE best practice, CAAC/PCiC programming, and mainstreaming of child protection standards and best practices in the multi sectoral responces and programing incluiding the advocacy actions of holding the duty bearers accountable of the child rights violations during the emergencies and in cionflict settings.
  • Provide technical support to CP/CPiE teams and conduct regular monitoring visits to ensure quality programming is being implemented
  • Ensure child participation principles are institutionalized within child protection programming.
  • Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter, CPMS, Interagnecy Guidelines and Red Cross Code of Conduct.
  • During the onset of medium to large emergencies working with the humanitarian responce team on:
    • prevention and response to sexual exploitation and abuse (SEA) and gender-based violence (GBV) in coordination with the UN Woman, UNFPA and key actors in supporting the sexsual violience survivors;
    • prevention and response to the main risks for children’s exposure to physical harm;
    • prevention and response to all forms of exploitation including harmful child labour and child trafficking; and Integration of child protection in to other core sectors.
  • Work closely with new business development colleagues to identify and pursue funding opportunities that allow for both integration into broader programmes and standalone child protection projects; engage with technical partners, donors and colleagues across Save the Children 2. Lead the technical scoping, planning, and design and proposal writing during new programme development, and ensure that we design and deliver high quality integrated child protection programmes for children, building on global best practice. Ensure that gender, disability and resilience considerations are reflected in our programme design and implementation.
  • Working closely with the human resources team, identify child protection staffing needs for the emergency programmes, and facilitate rapid recruitment, induction and training of new staff.
  • Promote a Child Protection Systems Strengthening approach as the overarching framework, that supports working in collaboration and partnership with governments and local partners and working towards impact, scale and sustainability.
  • Work with Monitoring, Evaluation, Accountability & Learning (MEAL) teams to carry out gender and power analysis, and conduct quality monitoring against international standards through participatory methodologies that promote gender equality and social justice (including child-friendly and gender sensitive/transformative methodologies).

Capacity Building:

  • Develop learning needs assessment and capacity building plans for both SC and partner staff, linking capacity building initiatives to wider opportunities identified via coordination and networks.
  • Coach and mentor partner staff, CP Team and national level counterparts and link in to wider organisational talent development mechanisms.
  • Oversee development and delivery of technical training material that will improve aspects of CP work within partner organizations and across Save the Children
  • Identify learning and training opportunities for Save the Children staff and partners and work as a mentor and role model for less experienced staff .

Representation, Advocacy & Organisational Learning:

  • In close coordination with program teams, represent Save the Children in the Protection Cluster Child Protection Working Group, working closely with UNICEF counterpart contributing to the development of high quality sector strategy documents and representing the sector in regional and national forums. This may involve taking on a co-chairing role where needs demand.
  • Ensure that Save the Children's planning and work is coordinated with efforts of other agencies and Government, and take a leadership role within Interagency Coordination forums (including the Inter Cluster Coordination Group), ensuring the specific needs of children are being addressed.
  • In collaboration with Child Rights Governance and Advocacy, Campaigns, Communications & Media (ACCM) Teams, lead key policy and advocacy initiatives and turn these into action with local and national stakeholders feeding into international advocacy efforts.
  • Play a leadership role in shaping CP English and Arabic communications and local media priorities in line with thematic priorities and collaborate with Communications, Advocacy and Program Operations to ensure quality communication products and visibility.
  • Take the initiative in linking global SCI resources with Country office, documenting lessons learnt, best practice and case studies to shape in-country strategies and programme approaches, and contribute to broader sector learning.
  • Identify research opportunities and gather evidence to develop innovative, child protection and gender transformative programs.

General:

  • Demonstrate leadership in relation to Save the Children policies and practice with respect to child safe guarding, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

Job Requirements

In order to be successful you will bring/have:

QUALIFICATIONS

  • Master’s Degree in a social science, International Relations, Development studies or similar field, or 10 years work experience in relevant technical field.
  • Minimum 5 years’ experience of working in child protection programmes in a humanitarian or development context
  • Previous experience of working with a large Protection team of international and national staff
  • Capacity to support the development of monitoring & evaluation systems in large complex programmes
  • Demonstrated ability to set up learning and development processes for a large Protection team
  • Previous experience of implementing awards funded by institutional donors with medium to high levels of compliance requirements, e.g. ECHO, CIDA, USAID, OFDA, DfID. European donors, European Commission or Scandinavian experience is preferred.
  • Knowledge of key CP standards, in particular CPMS
  • Proven ability of mentoring, coaching and training on CP related topics.
  • Experience of senior level representation
  • Experience of developing and negotiating successful partnerships with institutional donors
  • Ability to write clear and well-argued assessment and project reports
  • Excellent communication skills
  • Proven ability to influence change at an operational and strategic level.
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy
  • Arabic language fluency and a high level of written and spoken English is required
