Child Protection/MHPSS Officer
The Child Protection/MHPSS officer will be responsible for providing technical supervision and support for Case Management and MHPSS programming in Gaza. The role is instrumental in monitoring and evaluating the quality implementation of evidence-based child protection activities in the field. Responsible for effective supervision and coaching, capacity building and monitoring and evaluation of all CP Case Management and MHPSS activities aimed at addressing child protection risks and mental health and psychosocial needs of individuals, families, and communities grappling with crises and adversity in accordance with IASC and Tdh standards, policies, values, and principles are applied and maintained. Provision of quality technical training and capacity building to Tdh and partners and represent Tdh in clusters worker groups.
The CP/MHPSS officer will work under the supervision of the CP/MHPSS specialist with close cooperation with the Head of the Gaza office and the Program Managers.
Specific Responsibilities / Context (Tasks)
Technical support and capacity building:
· Provide regular supervision and coaching to Tdh and partners MHPSS workers and Case Managers in the field
· Under the technical guidance of the CP/MHPSS specialist, assist with the development of Standard Operating Procedures (SOPs), and assessment and monitoring tools.
· Under the guidance of the CP/MHPSS specialist, asses the capacity building needs.
· Assist with the development and delivery of child protection capacity-building activities like training in case management, MHPSS, UASC, and alternative care placement including those implemented with and through partners.
· Train and sensitize CP case managers, MHPSS workers and community structures on CPMS, Tdh policies on child safeguarding, Protection on Sexual Abuse and Exploitation (PSEA), anti – fraud and other relevant accountability policies.
· Provide systematic monthly reports on the CM and MHPSS cases to the CP /MHPSS specialist.
· Develop quarterly and monthly CP case management activity plans and support the case managers to develop individual monthly and weekly plans.
· Conduct bi-monthly individual case supervision and group supervision for the case managers and MHPSS workers.
· Support in the establishment and strengthening of CP community structures such as through training, awareness raising and mentoring in line with community led approaches.
· Coordinate with Logistics on procurement CM supplies, distribution, documentation, and reporting.
Quality assurance and learning:
· Ensure child protection minimum standards (CPMS) in programming, case management, and MHPSS interventions.
· Ensure quality and timely registration of vulnerable and at-risk children including UASC and sharing the information data officer’s documentation.
· Monitor and assess implementation of the CP CM activities, ensuring case managers are using the case management standards and procedures and ensure safe data protection and management procedures.
· Child protection standards are applied and support the capacity-building efforts on child protection in the delegation and partners.
· Proactively participate in field missions, monitoring visits, and regular team meetings.
· Participate in regular program review meetings and provide technical and achievement reports.
· Document best practices and evidence to promote growth within the team and across Gaza.
· Participate in learning events/opportunities, including in face-to-face or virtual regional, global, and national learning events as required by the supervisor.
Representation:
- support Tdh in Gaza to play an active role and participate in local forums and clusters with national stakeholders.
- Represent Tdh in , Child Protection AoR, MHPSS -TWG, GBV and UASC working group.
- Represent Tdh as and when needed, particularly to communities, and partners, with or on behalf of the CRs as required by the direct supervisor.
Safeguarding
- Commits to ensure the best implementation of the Tdh Child Safeguarding Policy (CSP) in her/his area, including participation in annual audit, reviews, and updates of TDH action plan.
- Commits to inform the Country Representative and/or the Head of MENA Region and to deal with any case of any allegations or possibility of transgression, even potential, of the CSP.
Others:
- Knowledge of institutional policies and internal regulations of Terre des hommes
- Respects Terre des hommes security procedures in Gaza
- Any other duty as required by the supervisor.
- A professional sense of security, confidentiality, and proper representation is paramount.
The in-cumbent will conduct her/his duties in respect of the Charter of Terre des hommes and Tdh Child Safeguarding Policy. Terre des hommes expects that its contractors’ professional conduct reflects proper behaviour in accordance with local culture and traditions. The incumbent assures the moral protection of the name of Terre des hommes and defends in all circumstances the interests of the movement.

Education / Qualifications
Bachelor degree in Social Work, Psychology, Counselling, or any equivalent experience; Advance degree preferred
Experience
Minimum 3-5 years of child protection experience especially in MHPSS, case management, and in a similar position with international or national NGOs is preferred
Langues
Fluency in Arabic and proficiency in English are advantageous.
IT Knowledge
Familiar with usual IT tools.
