General Responsibilities:

The Child Protection Officer is responsible for providing technical supervision and support for Case Management and MHPSS programming in the Gaza strip. The role is instrumental in monitoring and evaluating the quality implementation of evidence-based child protection activities in the field. Responsible for effective supervision and coaching, capacity building and monitoring and evaluation of all CP Case Management and MHPSS activities aimed at addressing child protection risks and mental health and psychosocial needs of individuals, families, and communities grappling with crises and adversity in accordance with IASC and Tdh standards, policies, values, and principles are applied and maintained. Provision of quality technical training and capacity building to Tdh staff and partners and representation in clusters, fora and    working groups.

Specific Responsibilities:

  1. Technical support and capacity building
  •  Provide regular supervision and coaching Tdh and partner MHPSS workers and Case Managers in the field.
  • Under the technical guidance of the CP/MHPSS Specialist, assist with the development of Standard Operating Procedures (SOPs), and assessment and monitoring tools.
  • Under the guidance of the CP/MHPSS specialist, asses the capacity building needs.
  • Assist with the development and delivery of child protection capacity-building activities like training in the area of case management, MHPSS, UASC, and alternative care placement including those implemented with and through partners.
  • Train and sensitize CP case managers, MHPSS workers and community structures on CPMS, Tdh policies on child safeguarding, Protection on Sexual Abuse and Exploitation (PSEA), anti – fraud and other relevant accountability policies.
  • Provide systematic monthly reports on the CM and MHPSS cases to the MGPSS Specialist
  • Develop quarterly and monthly CP case management activity plans and support the case managers to develop individual monthly and weekly plans.
  • Conduct bi-monthly individual case supervision and group supervision for the case managers and MHPSS workers.
  • Support in the establishment and strengthening of CP community structures such as through training, awareness raising and mentoring in line with community led approaches.
  1. Quality assurance and learning:
  • Ensure child protection minimum standards (CPMS) in programming, case management, and MHPSS interventions.
  • Ensure quality and timely registration of vulnerable and at-risk children including UASC and sharing the information data officer’s documentation.
  • Monitor and assess implementation of the CP CM activities, ensuring case managers are using the case management standards and procedures and ensure safe data protection and management procedures.
  • Child protection standards are applied and support the capacity-building efforts on child protection in the delegation and partners.
  • Proactively participate in field missions, monitoring visits, and regular team meetings.
  • Participate in regular program review meetings and provide technical and achievement reports.
  • Document best practices and evidence to promote growth within the team and across Gaza.
  • Ensure all data from the case management are kept confidential and only shared on a need-to-know bases and in accordance with case management standard procedures.
  • Assist the CP/MHPSS specialist in conducting protection risk analysis for all partner and Tdh interventions and support in monitoring mitigation measures throughout project implementation.
  • Participate in learning events/opportunities, including in face-to-face or virtual regional, global, and national learning events as required by the supervisor.
  1. Representation
  • Support Tdh to play an active role and participate in forums/clusters with relevant stakeholders.
  • Represent Tdh in Protection, Child Protection Sub-National cluster, and MHPSS -TWG meetings.
  • Represent Tdh as and when needed, particularly to communities and partners.
  1. Other
  •  Perform other functions relative to Child Protection activities and initiatives that may be assigned by Line Manager.
  • Assist in the identification and procurement of materials field activities including support to partners.
  • Coordinate with Logistics to ensure timely and safe delivery of supplies allocated to field activities.
  • Adhere to safeguarding policy and report where necessary.

Job Requirements

Competencies

  • Sound knowledge in the field of child protection and social care services, including the national and international legal framework.
  • Demonstrated skills in program development, proposal and report writing.
  • Experience in community facilitation and mobilization.
  • Excellent analytical, organizational, communication and problem-solving skills.
  • Flexibility and ability to prioritize tasks and to work independently and in a team.
  • Able to operate in extremely harsh working environment.

Requirements for the position:

Education / Qualifications:

University degree in Social Sciences, Psychology, Counseling (advance degree preferred) or relevant experience in social work and working with children in Child Protection programmes.

Experience:

Minimum 3-5 years of child protection experience especially in MHPSS, case management, and nonformal education in a similar position with international or national NGOs.

Languages:Fluency in English and Arabic.

  • IT Knowledge: Familiar with usual IT tools
