Civil Engineer
Civil Engineer
Center for Engineering and Planning ( CEP ) intends to recruit a full-time Civil Engineer for the position of “Area Engineer” in the Emergency Jobs Program (EJP). The candidate will have the following responsibilities and qualifications:
Main Duties and Responsibilities:
- Lead technical and engineering aspects of the infrastructure design and implementation phases in the Gaza region, with emphasis on QA/QC and construction management issues.
- Conduct preliminary engineering reviews and assessment of tender documents.
- Work with local consultants and municipal engineers to develop the appropriate designs, bills of quantities and contract documents accepted by licensing authorities.
- Review, comment and approve the designs and contract documents submitted by the consultants and the municipalities, village councils or any other beneficiaries.
-Prepare the approved projects to be ready for tendering.
- Participate in the tendering process, including pre-qualification of contractors, bids evaluation, contract negotiations and tender award, etc.
-Oversee quality control of construction at sites and ensure maximum labor content and use of local material in projects.
-Serve as the direct contact point for partners/beneficiaries on technical aspects of projects.
- Working with the Program Infrastructure Manager to develop a new Standard Targeted Contract, which maximizes labour, appropriate technologies, and use of local materials content in Job Creation Programs through small-scale infrastructure.
- Lead technical capacity building tasks for local partners and Engineering Fellows, including:
training, guidance, coaching, and mentoring for local and municipal engineering and design firms, contractors, and participants in the Engineering Fellows program working on sites.
- Visit project sites on a regular basis to provide oversight on quality control and quality assurance measures, as well as site safety.
- Participate as a member of the EJP staff in the identification of partners/beneficiaries and their priority projects.
- Work and coordinate closely with the Program Regional Coordinator to complete the work cycle of each project in terms of beneficiaries, M&E and maintain sustainability of the project.
-Carry out jointly with the rest of the EJP implementation team and partners the technical appraisal of identified projects especially those related to the labor use and local material content of the project.
- Ensure compliance with safety and environmental requirements.
-Ensure timely submittal of weekly, monthly and quarterly progress reports and any other required reports.
- Any other assignment by the IM/COP.
Minimum Required Qualifications:
- Minimum 10 years experience of design and construction supervision of buildings and infrastructure projects.
- Experience with Job Creation Projects.
- Adequate management and technical skills.
- Ability to write and communicate in English.
- Proven computer skills (Word, Excel, AutoCAD and MS-project).
