- Role and Responsibilities
The purpose of the Information Management Coordinator is to facilitate and guide Shelter Coordination through proper information management to coordinate program implementation, develop appropriate strategies, and to meet identified needs, across the West Bank and Gaza, with the support of the Shelter Coordinator.
Responsibilities
Generic Responsibilities
- Ensure adherence to NRC policies, guidance, and procedures, including the Global Shelter Cluster tools, handbooks, and guidelines.
- Ensure compliance with relevant Information Management standards, policies, and practices in all activities.
- Potential line management of Information Management team staff including the development of work plans, providing guidance and ensuring staff development in line with organizational goals
- Contribute to Shelter Cluster strategy development through presentation of needs and gaps
- Promote the rights of internally displaced persons (IDPs) and returnees in line with NRC’s advocacy strategy, ensuring their data and information needs are addressed in IM practices.
- Manage and implement all Information Management activities and ensure high technical quality
- Contribute to the development, adjustment, and review of Information Management programmatic tools, processes, and plans of action, ensuring they align with overall NRC and Shelter Cluster strategies
- Provide regular progress reports to the cluster team and other relevant stakeholders to ensure transparency and accountability
- Ensure that the shelter cluster supports partners to target those most in need of protection, and support and explore new and better ways to assist
- Promote and share ideas for improvement and necessary changes in the activities
- Ensure capacity building of partners and transfer key skills
- Liaise and collaborate with cluster partners, donors, relevant local authorities and other key stakeholders
Specific responsibilities
- Development of simple, user-friendly shelter assistance reporting formats in consultation with the local authorities, providers of shelter assistance and other key stakeholders; these reporting formats should include provision for gender disaggregation and reporting on more vulnerable groups, they should also be complementary to the information collection and reporting systems of other clusters.
- Promotion of and training on the use of the developed reporting tools among shelter assistance providers and other stakeholders across Palestine.
- Gathering and collation of data on shelter needs and assistance being provided in a timely and efficient manner in West Bank and Gaza, including feedback and/or issues raised by the affected population.
- Identification and reporting of any gaps in shelter assistance to the Shelter Cluster.
- Development and implementation of methods to share this information, as well as broader information on shelter needs and solutions which the Shelter Cluster wants to develop and/or share with all concerned stakeholders and the affected population; this information may need to be made available in the local language, as well as English, to the maximum extent possible.
- Coordination with other clusters and OCHA information managers to ensure complementarity and cross-sectoral analysis of information on the disaster response.
- Identify and promote the localization or handover of information management services to appropriate agencies as appropriate.
- Support the Shelter Coordinator to coordinate programme implementation, develop appropriate strategies to meet needs identified, and ensure adequate reporting and information sharing.
- Provide sufficient and accurate information to carry out advocacy activities including but not limited to producing regular Fact Sheets.
- Responsible for the Shelter Cluster – Palestine database and website and ensuring they are up-to-date and contain accurate data.
- Participation in relevant working groups facilitated by OCHA, including AIM, CWC and DES.
- Any other tasks that may be required (within reason) to achieve the objective of this assignment.
Our Ideal Candidate must have:
Generic professional competencies:
- Relevant university/college degree
- Significant understanding of complex emergencies and crisis contexts.
- Fluency in Arabic and English language, both written and verbal
- Database management skills (e.g. Excel)
- Knowledge of the context in Palestine
Context/specific skills, knowledge and experience:
- At least 5 years of experience working in data management, analysis and reporting in humanitarian context.
- Experience of coordination and advocacy work.
- Strong website management skills
- Political and cultural awareness and experience of working in difficult situations.
- Data analysis and presenting information to a range of audiences

Additional Information:
Contract duration: Open End
Working hours: 40 hours/week, Sun-Thu (5 days per week)
Salary/benefits: According to NRC’s salary scale and terms and conditions
Duty station: Gaza (open to Gaza strip residents only)
