Collection Manager
Alibdaa Microfinance is a private company providing microfinance services to the public through its network of branch offices within Palestine. Alibdaa is currently establishing a new Collection Office, under its Operations Department. The company is currently seeking a creative, problem-solving team-leader with analytical skills to join its management team. The incumbent will be responsible for establishing and maintaining Alibdaa’s Collection Office procedures and systems. The ideal candidate will have a background in accountancy, commerce, marketing or administration.
Collection Manager
The Collection Manager reports directly to the Operations Manager and liaises with the Chief of Finance, Branch Managers and contracted lawyers. The Collection Manager is head of the Collection Office and oversees Collection Officers, Support Officers and contracted lawyers working from branch offices in the West Bank. The Collection Manager supervises collection activities on non-performing loans, doubtful debts and written off loans, while supervising staff, to ensure that such monies owed are billed and received appropriately.
Responsibilities and Duties
The Collection Manager is responsible for debt recovery and minimising loan loss by conducting the following activities:
-Plans, analyses and evaluates the monthly bad debt collection activities in consultation with the CFO, Operations Manager and Branch Managers.
-Receives, organises and distributes the caseload of non-performing debts, written off loans and delinquent customer files among branch office collection staff.
-Guides and monitors the routine collection duties of Collection Officers and Support Officers to ensure that collection standards and schedules are being met.
-Reviews and observes employee interaction with customers to ensure that all collection policies and regulations are being adhered to by collection staff.
-Monitors and evaluates the internal control systems used by collection office staff and makes recommendations for improvement.
-Trains and inducts staff on utilising the loan management information system to manage their case loads.
-Ensures that collection staff are able to effectively and fully utilise the management information system to monitor their customer caseloads.
-Coordinates, documents, reports and follows up with all customer cases transferred to lawyers for legal action.
-Study specific customer accounts with collection staff to agree and authorise specific tactics and follow-up with clients, guarantors, families and authorities.
-Ensures that the collection office and its staff meets its routine and monthly collection targets;
-Monitors and validates collection incentives.
-Daily monitoring and monthly reporting on collection statistics and analysis of collection rates and closure of receivables.
-Jointly with the branch managers, evaluate the performance of branch-based Collection Officers and Support Officers and makes personnel recommendations to the Human Resource Department.
-Develops, reviews and evaluates collection instructions, regulations, procedures and manuals to assess their comprehensiveness and adequacy.
-Monitors business process of the Collection Office and diagnoses redundancies and inefficiencies in procedures.
-Participates in staffing reviews of collection office staff.
-Performs such other duties as may be assigned.
Qualifications and experience
-University degree in accountancy, marketing, business administration or a related discipline.
-Four years experience in commerce, finance or a microfinance institution in sales or credit outreach.
-Two year experience in a leadership role, with experience as part of a functional team.
-System skills in utilising data analysis and reporting from finance and loan management systems to guide decision-making, planning, analysis and evaluation.
-Proficiency in negotiation and customer relationship.
-Understanding of commercial credit and debt law.
-Effective oral and written communication skills with an understanding customer service messaging.
-Proficiency in accounting, business statistics and/or mathematics;
-Ability to work to timelines in a fast-paced, high-pressure environment.
-Understanding of credit procedures appertaining to banks, finance and/or microfinance institutions.
