Collective Centre Management Coordinator(National) - Gaza

Job Description

The Collective Centre Management (CCM) team will be providing management support to IDP committees in the collective centres, the UNRWA Area Chiefs, UNRWA collective centre teams and MOSA staff working in the collective centres. This will be done through CCM advice, training and facilitation of CCM activities.

The CCM Coordinator shall supervise the CCM Officers and work under the guidance of the Camp Management Project Manager (CM PM) and Gaza Area Manager (AM) to fulfil the objectives of the NRC Palestine CCM strategy and activity plan. The CCM Coordinator is responsible for the implementation of the CCM project in Gaza

Job description
-Coordinate and implement the CCM project in Gaza according to strategy, proposals and plans
-Ensure adherence to NRC policies and donor requirements
-Weekly work plans based on CCM strategy and activity plan
-Supervision, training and development of the CCM staff
-Identify and share ideas for strategic changes in the activities for improvement
-Cooperate with relevant partners and local authorities
-Organize trainings for the CCM team, IDPs and other stakeholders
-Prepare weekly activity/project reports and other reporting as required
-Ensure proper filing of all project documents
-Provide day-to-day support to the CCM Officers in project implementation
-Specific responsibilities

Information gathering and reporting responsibilities:
-Ensure regular reporting from the CCM team on protection issues and humanitarian gaps for consolidation of data;
-Provide the CCM PM and AM with regular reports on project implementation, status and any identified issues;
-Contribute to reports on CCM activities to the CM PM for sharing with SMT and donors;
-Ensure appropriate follow up actions and activities determine;
-Undertake regular field visits to the collective centres to support the CCM team and guide them in the project implementation and meet with the refugee representatives;

Coordination responsibilities:
-Assist the team in ensuring a participatory approach to identifying and capacity building refugee representatives in the collective centres (AGDM approach);
-Assist the team in building a good working relationship with local authorities, UNRWA and other service providers in the collective centres;
-Represent NRC CCM at relevant internal and external meetings at request from the CM PM or the AM;
-Actively promote the rights of IDPs;
-Maintain a database of the information collected on collective centres NRC CCM works in;
-Share of relevant information with other core competencies in Gaza;
-Prepare the weekly and daily movement plan linked to the weekly activity plan;

Management responsibilities:
-Together with the CM PM, develop procedures for the implementation of the CCM project in accordance with NRC Palestine CM strategy, NRC principles and guidelines;
-Provide guidance and follow-up to the CCM staff in their project implementation;
-Develop and implement work and development plans with the CCM Officers he/she supervises;
-Ensure that all project activities and individual team and staff work plans are in line with the project activity plan, the principles of confidentiality and protection and discussed with the CM PC;
-Ensure that all project activities are in accordance with budget lines;
-Together with the CM PM and AM department recruit any new staff based on needs and funding;
-Keep an updated hard copy and soft copy filing system for all project documents;
-Any other task relevant to the position as requested by the CM PC.

Qualifications
-Minimum 5 years of proven field experience, preferably from refugee/IDP programmes and with experience from working in a difficult security environment;
-Degree in Social Sciences, Social Work, Anthropology, Legal Work, Project Management or other similar areas;

Personal qualities
-Practical experience with planning and implementation of humanitarian projects;
-Experience in capacity building and community based programming;
-Experience in staff management;
-Experience of management of projects to deadlines;
-Experience in logistics/ admin / finance management;
-Experience of coordination work;
-Experience of working in the geographical area;
-Good communication, interpersonal and team-working skills.
-Excellent organizational skills and ability to work effectively in teams.
-Good cultural awareness and sensitivity
-Highly approachable, trustworthy and confidential
-Fluency in English, both written and verbal
-Ability to always be punctual and meet deadlines
-Demonstrate openness to change and ability to manage complexities
-Good computer skills
-Ability to work under pressure, independently and with limited supervision
-Ability to facilitate trainings.

Contract period: 3 Months with possible extension depending on funds
