Commodity Value Chain Coordinator
The Palestinian Livestock Development Center (PLDC) is a nonprofit organization working in livestock sector development. In partnership with OXFAM and with funding through SIDA, the PLDC is seeking to recruit an experienced, committed, and suitable candidate to fulfill the following position:
Job Title: Commodity Value Chain Coordinator (CVCC)
Location: Tubas, Palestine
Starting Date: September, 2017
Position Type and Duration: Full time, one year contract (renewable)
Job Summary
As Oxfam's Consortium partner, PLDC is implementing value chain intervention plans and programs within the "Developing Equitable Agricultural Production and Market Systems for Resilient Economic Development in the occupied Palestinian Territory" program, funded by the Swedish International Development Cooperation Agency (SIDA) .
The Commodity Value Chain Coordinator (CVCC) responsibilities includes organizing, harmonizing and synchronizing value chain intervention plans and activities. Also, the CVCC will be responsible for the planning, daily management, reporting and compliance with PLDC and Oxfam policy and procedures for the planned and implemented intervention plans.
The CVCC is an integral member of the PLDC's Project Development Team (PDT), working closely with Oxfam Consortium management team members and private sector partners, actors and stakeholder. The CVCC reports directly to the Project Manager and to the PLDC Director.
Key Responsibilities and Duties:
The CVCC will be responsible for, and in charge of the following:
- Selection, development and prioritization of value chain interventions within the Small Ruminant Livestock Sector, Production and Marketing spheres.
- Contribute to developing, planning and drafting market-focused value chain intervention plans.
- Oversee and coordinate all projects tasks and activities within developed Intervention strategies.
- Collaborate and coordinate with the PLDC's PDT Oxfam Consortium management team and the private sector's partners to ensure integrated and harmonized effective value chain intervention models are proposed and developed.
- Support and motivate the small scale producers (SSP), and act toward empowering the projects’ implementation teams; particularly empowering the involvement of women, youth, and people with special needs within the program plans and activities.
- Work closely with the program integrated staff on activity planning and budgeting to ensure timely and effective development of the scheduled activities.
- Collaborate with Programs Managers, and Financial Officers to ensure that all internal and program level controls and regulations are met.
- Work with Oxfam management staff and Private Sector actors to ensure effective countrywide uniformity of commodity value chain structure and implementation according to the country and program standard operating policies and procedures.
- Support partnership relationship coordination and networking development.
- Ensure the effective implementation of the program activities while taking into account impact assessment risks on a regular basis and mitigating key risks.
- Integrate all applicable environmental and social considerations in all proposed projects aspects, as well as ensure that all applicable environmental laws, regulations, and legal requirements will be taken into account and met.
Required Qualifications, Skills, Interpersonal skills and languages:
- Bachelor's degree in agriculture, agronomy, agribusiness, agricultural marketing, economic development, or any other related fields (Master's Degree is preferred).
- At least five years of experience in developmental, agricultural and/or agribusiness settings with particular expertise in commodity/supply value chain systems.
- Extensive experience working on partnerships with public and private sector.
- Working experience with local and international nongovernmental organizations involved with agricultural and economic development (asset).
- Experience in coordinating the implementation of the monitoring, evaluation and impact assessment systems and processes.
- Possess proven leadership skills that involve developing, managing and motivating teams to achieve their objectives.
- Have analytical, design and problem solving skills and dedication to maintaining high quality standards.
- Possess strong organizational skills, attention to detail and the ability to meet deadlines.
- Proven ability to work in a team, independently and under pressure.
- Excellent leadership, communication, organization and reporting skills.
- Excellent speaking and formal writing skills in both English and Arabic.
- Excellent computer skills, mainly advanced level of Microsoft office applications.
- Strong ability to organize information and handle sensitive information with confidentiality.
- Preferred to have a valid driver license.
