Communication consultant for multi-communication services.

Background

IMPACT Services and Public Relations is implementing a two-year contract (2016-2017) that aims to assist the beneficiaries of the European Union’s Peacebuilding Initiative (EUPI) to communicate better with the Palestinian public and stakeholder in order to raising awareness of their projects and to promote the EU’s peace building efforts. In order to do so, IMPACT is seeking a highly qualified communications consultant to work with its team and provide consultancy services, facilitation, as well as one training session on aspects of communication and visibility.
This contract consists of four main components, which are inter‐related and complementary:

Component‐A: Two one-day communication and visibility workshop
Component‐B: Communication support to twelve individual projects
Component‐C: Development and implementation of six outreach actions
Component‐D: Implementation of two communication campaigns
 
Scope of Work
The consultant is expected to:

-Facilitate/lead one-day workshop for EUPI beneficiaries to help them improve their communication, advocacy and outreach skills and developing communication plans.
-Conduct field visits to 6-8 EUPI beneficiaries to investigate their communication practices under their projects, and to identify their communication needs.
-Modify/develop the communication & visibility plans or/and communication materials of the 6-8 EUPI beneficiaries, giving advices and recommendations. (6-8 projects/beneficiaries).
-Help EUPI beneficiaries in drafting press releases and developing a model press release if needed.
-Prepare a short report after each field visit and after the initial workshop.
-Prepare final report for the overall work.
-Supervise the media campaign that will be implemented in June.
-Other tasks that may be urgently needed.

Qualifications and skills:

The consultant is expected to possess:

-Advanced university degree in communication, journalism, media or other related field – or equivalent experience.
-Minimum 10 years of working experience in the field of communication services.
-Fluency in written and spoken English and Arabic.
-Excellent communication skills.
-Experience in facilitating/leading workshops.
-Proven knowledge of Palestinian and Israeli cultures, societies and politics.
-Proven knowledge of EU Visibility Guideline procedures.
Assignment
-Starting as soon as possible, separated days during 6 months.
-10-15 days STTA contract (with possible extension).
-The proposed date of the workshop is 14 March.
-The proposed 6-8 field visits should be started after the workshop and finalized before mid of April.

Background

IMPACT Services and Public Relations is implementing a one-year contract that aims to assist the European Union in strengthening the impact of its programme to support the water sector in Palestine. In order to do so, IMPACT should develop an overall communications strategy for EU involvement and interventions in the Palestinian water sector for the years 2018-2019. IMPACT is seeking a highly qualified communications consultant to work with its team and develop a communication strategy for the EU Water Sector.

Scope of Work

The consultant is expected to:

-Lead IMPACT’s team and develop a work plan of finalizing the communication strategy.
-Conduct field visits/meeting with EU-funded partners, stakeholders and other relevant players to understand their objectives, rationale, means and ranges of interventions in order to extract a “Programme Identity”.
-Develop a message (proposed message: Water is a right and a life)  (المياه حق وحياة) to be delivered by means of different communication activities and tools.
-Prepare an initial draft strategy following the steps above, and spell out a range of possible communication activities that could be implemented.
-The final draft should include all the proposed activities with clear milestones and date.

Qualifications and skills:

The consultant is expected to possess:

-Advanced university degree in communication, journalism, media or other related field – or equivalent experience.
-Minimum 10 years of working experience in the field of communication services.
-Fluency in written and spoken English and Arabic.
-Excellent communication skills.
-Experience in facilitating/leading meetings.
-Proven knowledge of the Palestinian water sector.

Assignment

-Starting as soon as possible.
-15-20 days STTA contract (with possible extension).
-The final draft of the communication strategy should be finalized during one month after signing the contract.
