Job Description

Position Purpose:

The Communication Coordinator will be entrusted with contribution to APLA’s mandate in supporting the implementation of APLA's communication and advocacy strategies to enhance organizational visibility and impact, ensure coherent messaging across all platforms, effectively engage with both internal and external stakeholders, utilize a donor map to track and communicate potential funding sources to local government units (LGUs) through targeted strategies, and Support LGUs in proposal writing, facilitate the initiation of new partnerships by identifying potential collaborators.

APLA Background:

Established in 1997, APLA is an independent institution that brings together all LGUs. APLA is mandated with representing the collective interests of LGUs, providing lobbying and advocacy in support of LGU capacities, and facilitating the exchange of information and best practices among LGUs. APLA further serves as a channel of dialogue between the central government and LGUs across Palestine with a view to enabling them to provided better services to Palestinian citizens. To this avail, APLA defends the rights of and represents LGUs at all national, regional, and international levels.

Project Background:

Through the ‘Local Governance Reform Program’ implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ-LGRPIII), APLA as a key stakeholder was recently awarded a grant with the aim to support APLA in executing its strategic plan alongside organizational development measures, and in the implementation of the project of ‘Mobilizing of Palestinian Local Government Units (LGUs) Competences in Knowledge Exchange and SDGs Adaptation’. The general objective of the action is to Activate societal potentials for the implementation of the agenda 2030 in local authorities in Palestine. This will be achieved through two key outputs:
1. Mobilizing of local potentials for the implementation of the agenda 2030
2. Enhance and upscale the (TSU) services in APLA.

Job Requirements

Key Responsibilities:

  1. The Communication Coordinator will be responsible for:
    1. Assist in managing and updating content for APLA’s digital media platforms, including website maintenance, social media posting, and content monitoring.
    2. Help in producing multimedia materials such as videos, infographics, and presentations, ensuring they align with APLA’s branding and communication goals.
    3. Support APLA and coordination of events, including logistics, attendee management, and on-site support to ensure events run smoothly.
    4. Participate in the production of informational and public relations materials; assist in the creative development and design of APLA publications.
    5. Assist in the creation and dissemination of press releases, articles, blog posts, and other communication materials to effectively convey APLA’s initiatives and successes.
    6. Assist in monitoring the impact of communication efforts through regular reporting and analytics to measure reach and engagement.
    7. Provide administrative and technical support for APLA’s general assembly, committee meetings, and other internal communications.
    8. Support in the management of public relations activities, including maintaining relationships with media, partners, and stakeholders to promote APLA’s visibility.
    9. Contribute to the development and implementation of advocacy campaigns under the guidance of the Communication and Advocacy Officer.
    10. Facilitate internal communication efforts to ensure staff are kept informed of key updates, initiatives, and organizational news.
    11. Track potential funding sources using a donor map and communicate these opportunities to LGUs through targeted strategies to enhance their responsiveness.
    12. Manage Partnership Data; Use templates to collect and maintain updated, validated records of local and international LGU partnerships for strategic use.
    13. Support LGUS in proposal writing and facilitate the initiation of new partnerships by identifying potential collaborators and co-developing projects.

Reporting requirements:

The Communication Coordinator will report on a day-to-day basis to the Communication and Advocacy Officer.

Minimum qualifications Qualifications and experiences:

  • Bachelor’s degree in Communications, Public Relations, Journalism, or related field. 
  • 5 years’ Proven experience in communications, media relations, or a similar role.

Skills:

  • Strong skills in digital media, content creation, and event management.
  • Creative and strategic thinking capabilities.
  • Competence in multimedia production and design software.
  • Excellent verbal and written communication skills in both Arabic and English.
  • Excellent knowledge in Ms. Office (word, excel, power point, outlook, archiving).
  • Excellent time management skills and ability to multi-task and prioritize work.
  • Attention to planning, details and problem-solving skills.
  • good understanding of local government sector policies and advocacy.
  • Excellent skills in research, planning, monitoring, results-based reports.
