The Palestinian Energy Authority (PEA) and the Palestinian Energy and Environment Research Center (PEC) are currently seeking a highly motivated Communication Manager & staff engineering for a full-time position at PEC’s office in Ramallah to work on a project which aims at supporting energy efficiency in strategic sectors commercial, industrial, electric distribution, construction, etc…) in Palestine. This project will provide support (e.g. technical, administrative and financial) to implement energy efficiency upgrades. This project’s focus is to reduce energy usage in municipal, commercial, industrial, etc… through comprehensive energy audits and the delivery and installation of energy efficiency measures. The project is supported by various donors including the French Development Agency (AFD) and FFEM, The French Global Facility (GEF). This is a senior-level position, reporting to the PEA project director.

The Communication Manager will be responsible to follow up the implementation of the project. His/ Her responsibilities will be as follows:

-Develop project communications strategy, working closely with project director, and lead on its
delivery. Also working with the Deputy Manager to help articulate key organizational messages
and to deliver them, as required, to prioritized target audiences;
-Provide writing and editing support for all outbound member communication including all
promotional materials, website content, a monthly newsletter and the Association’s annual report,
based on technical information provided by the management team and technical staff.
-Coordinate communications projects with vendors and contractors for the development and
production of educational event promotional materials, web site production and other collateral;
-Act as a key stakeholder, participating in occasional internal workshops to ensure that project
databases are maintained and developed to allow the orga Develop all information content of Web
site including regular updates of project pages and addition of links to/from site.
-Local media relations including developing relationships, arranging interviews and visits and
developing proactive strategies to achieve positive media coverage.
-Edit and produce speaker support presentation materials (print and Power Point) for project
seminars and speeches.

Qualifications:

-A bachelor’s degree in marketing, business, communications, media-related studies, or other
related field is required.
-At least 2 years experience of effective media relations, including building and maintaining
relationships with journalists, researching stories, producing organizational publications, annual
reports, newsletter and brochures aimed at a range of audiences;
-At least two years of developing and managing websites as a key communications tool including
conceptualizing, commissioning, writing and editing web content, and updating regularly using
HTML, Dreamweaver and Photoshop;
-Good understanding of project management in relation to online and print production processes
and systems;
-Fluent in English, knowledge of languages other than English desirable, particularly French.
-Experience of managing the production of printed material, including brochures, leaflets, briefing
third party designers/printers to ensure corporate brand and style is met.
-Experience of working internationally or in a cross-cultural environment, preferably in an NGO or voluntary sector;
-Strong computer skills, experience with word-processing, Internet and database software (Microsoft Office package)
-Willingness to be self-servicing, with a proven ability to work as part of a team as well as independently
-Valid driving license is preferable.
