Première Urgence Internationale (PUI) is a French non-governmental organization which works in occupied Palestinian Territory since 2002.

Its overall objective in the oPt is to provide assistance and protection to the most vulnerable Palestinians. PUI contributes to protecting the rights of Palestinians, improving access to basic humanitarian services and building the resilience of the most vulnerable groups by applying an integrated multi-sectoral approach based on the needs, vulnerabilities and priorities of individuals and communities.

Since 2017, PUI has been implementing projects linked to cultural heritage in the Gaza Strip, through various funding, in several archaeological sites, notably the monastery of Saint Hilarion in Nuseirat, the Mukheitim Byzantine church in Jabaliya, the Roman Necropolis in Gaza City and the Mosaic pavement of Al Bureij. PUI, in partnership with the French Biblical and Archaeological School of Jerusalem (EBAF) and in collaboration with various CBOs and national/international academic institutions, has conducted a programme of preservation, protection and promotion of the tangible and intangible heritage. This has included archaeological activities of restoration and stabilization of the remains, international skills training and knowledge sharing programs, cultural activities of various nature and community mobilization events around cultural heritage protection.

In 2022, PUI has secured funding from the Agence Française de Development (AFD) to implement a five-year project of preservation and socio-economic development on the site the Saint Hilarion Monastery, including a component in East-Jerusalem. The main objectives revolve around :

  1. Infrastructures and site enhancement based on the recommendation of a Conservation and Management Plan (CMP), and notably the creation of an interpretation centre, targeting the reception of the public as well as the development of cultural activities, scientific mediation and exhibitions. This objective also includes the construction of a protective cover above the archeological remains, along with a photovoltaic unit to generate revenues for the site, thus allowing the development of a sustainable and innovative economic model.
  2. Development of a training programme targeting youth in the field of heritage preservation, restoration and valorization, cultural mediation, site management and technical maintenance, scientific and cultural programming.
  3. Setup of communication plan and outreach activities aiming at promoting the site of St Hilarion outside of Gaza Strip in East-Jerusalem and in the West Bank through the establishment of exhibitions and innovative tools.
  4. Co-construction of by-laws and coordination mechanisms for the establishment of a stable governance framework to ensure sustainable management of the site.

This project integrates both gender mainstreaming throughout the project’s activities, as well as activities promoting gender transformative action within the targeted communities. Besides, support to the psychosocial wellbeing of the population in the Gaza strip through the utilization of cultural heritage is incorporated.

This project is implemented in partnership with several institutions and universities, both local and international. It is implemented within PUI-led INTIQAL consortium that includes Gaza Strip, South Hebron Hills and East Jerusalem. The consortium seeks to set in motion a virtuous circle by linking the themes of heritage preservation, long-term economic, cultural & social development, allowing multiple benefits in terms of sustainable development, strengthening the resilience of local populations and the promotion of Palestinian cultural heritage at local and international levels.

Overall Objective

Under the direct management of the Field Coordinator and the functional management of the Consortium Coordinator, the key objective of this position is to elaborate, follow up and monitor an INTIQAL ambitious communication strategy and implement high visibility communication activities meeting the communities needs and donor requirements.

The Communication Officer would setup a comprehensive communication plan for the AFD funded project, including indicators and monitoring tools. Beside, s/he will provide support to operations through the development of concept notes, proposals, reports and quality communication channels detailing this strategy. S/he will also support the Consortium Coordinator in guaranteeing that this communication strategy and implementation activities meet the agreed guidelines and donor requirements, contributing to ensuring the synergy among all Consortium members.

In liaison with the INTIQAL Consortium Coordinator and the coordination office, s/he will guide and supervise the work of the consultant recruited until July 2023 with the financial support of AFD in charge of the branding and the launching campaign of the INTIQAL Consortium.

In constant liaison with the operational and support teams, and notably the Community Engagement Officer in the Gaza office, the Communication Officer creates and implements communication high visibility and community based activities related to the AFD funded project and the INTIQAL program, in order to ensure the full development of the third component of the project.

TASKS AND RESPONSIBILITIES

  • Develops, monitor and report on AFD and INTIQAL communication strategy
  • At a local, national and international level, implements communication activities in liaison with the Community Engagement Officer in the Gaza office.
  • Take a leading role in developing press relations and social media visibility strategy.
  • Produce content to feed the organization’s communication channels on a regular basis and strategic level.

ROLE AND RESPONSIBILITIES

  • Elaborate the INTIQAL exhaustive communication plan and an executive summary, aligned and articulated with AFD visibility and communication guidelines;
  • Develop the communication activities scheduled in Saint Hilarion Monastery in Gaza and in East Jerusalem;

SPECIFIC OBJECTIVES AND LINKED ACTIVITIES

  1. DEVELOP, MONITOR AND REPORT ABOUT THE COMPREHENSIVE INTIQAL COMMUNICATION PLAN
  • Elaborate the INTIQAL exhaustive communication plan and an executive summary, aligned and articulated with AFD visibility and communication guidelines;
  • Work plan/Planning of the communication roll out over the 5-years project along with indicators and monitoring plan/tools;
  • Develop concept notes, proposals, reports and quality communication channels detailing this strategy;
  • Identify topics and angles on which to position INTIQAL and propose communication actions;
  • Identify target audiences;
  • Guide and supervise the work of the consultant recruited until July 2023 with the financial support of AFD in charge of the branding and the launching campaign of the INTIQAL Consortium;
  • Report about the progress of implementing the communication strategies;
  • Participate in the overall mission’s effort for the development and improvement of reporting tools;
  • Participate in the Consortium Coordinator’s efforts to implement contractual donor guidelines (i.e. quality standards, procurement, administration, etc.);
  • Support the Consortium Coordinator in regular and ad-hoc contextual follow-up and analysis and in the production of reports and communication materials;
  • Support programmatic teams at base level to prepare and review programmatic documents (reports, manuals, maps, etc.) as well as for other tasks when needed.
  1. AT A LOCAL, NATIONAL AND INTERNATIONAL LEVEL, IMPLEMENT COMMUNICATION ACTIVITIES IN LIAISON WITH THE COMMUNITY ENGAGEMENT AND ADVOCACY OFFICERS IN THE GAZA OFFICE AND WEST BANK OFFICE.
  • Develop the communication activities scheduled within the third component of the AFD funded-project in Saint Hilarion Monastery in Gaza and in East Jerusalem targeting donors, partners and beneficiaries;
  • In conjunction with the headquarters Media Relations Officer, and under the supervision of the Head of Programs, position INTIQAL in high visibility events and conferences about cultural heritage and support the organization of this participation ;
  • Support the organization of INTIQAL symposiums and conferences
  • Develop and deliver well-executed and effective campaigns;
  • Support the establishment of INTIQAL exhibitions;
  • Support the development of innovative INTIQAL applications and tools;
  • Bridge with similar digital initiative to enhance cultural heritage.
  1. TAKE A LEADING ROLE IN DEVELOPING PRESS RELATIONS AND SOCIAL MEDIA VISIBILITY
  • In coordination with the headquarters Media Relations Officer, and under the supervision of the Head of Mission maintain contact with local journalists and foreign correspondents;
  • Support the organization of media visits to INTIQAL sites and other media events such as press conferences;
  • Elaborate a social media visibility strategy;
  1. PRODUCE CONTENT TO FEED INTIQAL COMMUNICATION CHANNELS ON A REGULAR BASIS
  • With the validation of line manager and INTIQAL consortium coordinator, produce or coordinate the production of communications content (i.e. photo reports, articles, video, etc.) on a regular basis to feed INTIQAL communication channels;
  • Support in the design and implementation of communication material;
  • Support the INTIQAL coordinator in providing critical feedback on Programs and Support teams inputs in every contractual and non-contractual INTIQAL document produced (reports, success stories, communication materials, etc.);
  • Provide utmost standard of writing and quality to all reporting/documents s/he inputs;
  • Translate internal and external reporting and communication and materials from English to Arabic when required.
  • Assist in defining and implementing the required training(s) to PUI staff and/or suppliers team members and other relevant colleagues regarding task to be developed on the framework of the project;
  • Ensure good communication, coordination and information level of concerned members of the field teams during regular coordination meetings (or other when required).

Education Degree:
