Duration of Contract: 12 months with the possibility to extend based on fund availability and performance.

UNDP/PAPP places empowerment, resilience and sustainability at the center of its operation and focuses on three priority areas: the Gaza Strip, East Jerusalem and Area C of the West Bank, where the needs are the greatest. UNDP/PAPP is active in four thematic areas: democratic governance and the rule of law; economic empowerment and private sector development; environment and management of natural resources; and public and social infrastructure.
Position Purpose
Under the direct supervision of the Special Representative of the Administrator, the Communications Analyst implements the corporate communications strategy, as well as provides inputs to the design, management and implementation of the PAPP communications and publication strategies which are geared to influence the development agenda, promote public and media outreach and mobilize political and financial support for UNDP.
The Communications Analyst supervises and leads the PAPP communications staff and maintains a regular working relationship with the Regional Communications Adviser. The Communications Analyst works in close collaboration with the Programme and Operations teams, staff of other UN Agencies, UNDP Communications Group staff (Regional Communications Adviser and HQ) and Government officials, international and local media, subject matter experts, multi-lateral and bi-lateral donors and civil society ensuring successful UNDP communication strategy implementation.
Duties and Responsibilities
The Communication Analyst will be responsible of the following duties:
Planning and design of internal and external strategies for communications and outreach.
- Implementation of the CO publications strategy and plan.
- Supervision of the design and maintenance of the UNDP web site, intranet, CO web-based knowledge management system.
- Supports the business development.
- Facilitation of knowledge building and management.
- Planning and design of internal and external strategies for communications and outreach.
Preparation and conduct of communication needs assessments for CO (projects, country programme and corporate change initiatives, etc).
- Drafting/editing of CO communications and outreach strategy based on CO strategic priorities and the UNDP External Communications Action Plan.
- Analysis of requirements and synthesis of proposals on ways to integrate advocacy and communication strategies into all aspects of UNDP’s development programme during programme and project formulations.
- Strengthen UNDP PAPP’s preparedness and internal capacity to respond to and operate in the rapidly changing context by supporting programme presence in the region through drafting information packages.
- Support the development, production, and design of interactive, visual communication content.
Implementation of the CO publications strategy and plan.
- Implementation of the CO publications strategy and plan, based on the corporate publications policy.
- Identification of storylines for publications and drafting of substantive articles contributing to debates on key development issues.
- Coordination and management of CO publication activities, such as content management, norms for publishing, design, etc.
- Contact with printers and other suppliers to ensure production and ensure publications dissemination.
- Supervision of the design and maintenance of the UNDP web site, intranet, CO web-based knowledge management system.
Supervision of the design and maintenance of the office web sites based on corporate requirements in cooperation with the ICT staff.
- Preparation of the content for the web sites and active use of digital and social media platforms. Ensure consistency of all communications materials.
- Technical maintenance and upkeep of UNDP PAPP’s official social network accounts
- Support in providing guidance in training staff on usage of social networks in an extremely sensitive operational context
- Support in drafting a Social network communication strategy
Supports the business development.
- Promotion and maintenance of public information campaigns on issues including UNDP activities, UN Reform, and Sustainable Development Goals.
- Promotion and dissemination of corporate advocacy materials for launching flagship initiatives and publications such as the Human Development Report.
- Packaging and submission of programme initiatives for donor review in collaboration with programme staff and supervisor.
- Maintenance of increased coverage and understanding of the UNDP’s work in the country or practice area through local and global media stories as guided by the UNDP External Communications Action Plan, provision of newsworthy information to national public and, where possible, donors.
- Organization of roundtable discussions, press conferences, briefing sessions, interviews, launches, etc.
- Forging of a “One UN” image through publicizing the significance of local UN reform efforts, joint programmes, common services. Organization and implementation of joint UN information campaigns (UN Day, World AIDS Day, etc.)
- Ensure access to journalists to subject-matter experts and UNDP spokespeople.
- Drafting/production of regular updates to donors.
- Preparation of donor reports, civic education and community awareness where appropriate to support projects.
- Effective responses to inquiries for public information materials.
Facilitation of knowledge building and management.
- Identification and synthesis of best practices and lessons learned directly linked to programme country goals and activities.
- Sound contributions to knowledge networks and communities of practice including corporate communications repositories.
- Provision of training, consultancy and advice to UNDP staff on internal and external communications for development.
- Perform other duties within your functional profile as assigned and deemed necessary for the efficient functioning of the office.
Supervisory/Managerial Responsibilities: The Communications Analyst supervises and leads the PAPP communications staff and maintains a regular working relationship with the Regional Communications Adviser.

Required Skills and Experience
Education:
Master's degree in Communications, Strategic Communication, Media Relations, Journalism, Publishing, Graphic Design, Social Development, Communication for Development, Public Advocacy or another related area.
Experience:
- Minimum of two (02) years of relevant experience in Communications, Strategic Communication, Media Relations, Journalism, Publishing, Graphic Design, Social Development, Communication for Development, Public Advocacy or another related area.
- A minimum of two (02) years of experience in communications strategy development is essential.
- Experience in the usage of computers and office software packages; email, MS Office, graphic design, good knowledge and experience in handling of web-based management systems and related business and communication tools is required.
- Excellent written and verbal communication skills is required
- Works well under pressure and meets tight deadlines.
- Content writing experience on media platforms is required.
- Proven social media and networking expertise.
- Meticulous attention to detail.
- Relevant experience in a UN system agency or organization is considered as an asset.
Language:
Proficiency in written and spoken English is required
Fluency in written and spoken Arabic is required.
