Project Overview
Starting in 2017, Finance for Jobs (F4J) aims to mobilize private investment in high potential sectors and generate job opportunities across the West Bank and Gaza. DAI, the Project Implementation Agency (PIA), is currently implementing F4J II and F4J III on behalf of the Ministry of Finance (MoF) and is funded by the World Bank (WB).
Project interventions consist of two components: Investment Co-Financing Facility (ICF) and Development Impact Bond (DIB). Under the ICF component, F4J finances selected private sector investments in various sectors after thorough due diligence, investment and financial analysis, business planning, and economic and social impact analysis of investment projects. The DIB intervention includes training activities that require special monitoring of social measures to ensure compliance with World Bank economic and social standards.
Objectives
F4J seeks a Communications and Learning Specialist who will be the key liaison for external and internal communications, ensuring alignment among project components and stakeholders and provide essential project information to relevant stakeholders in a timely and effective manner. In addition, the specialist will also be responsible for enhancing effective learning and knowledge building across the F4J team and relevant stakeholders.
Responsibilities
- Develop, execute, and monitor project communication and learning strategy;
- Increase coverage and understanding of the F4J project through maintenance of regular contact with stakeholders including government, private sector, and media;
- Write, produce, and disseminate communications materials such as brochures, Q&As, success stories, weekly notes, articles, blogs, factsheets, presentations, speeches, and talking points;
- Administer and manage project webpage and social media;
- Organize and represent the project at roundtable discussions, press conferences, briefing sessions, interviews, launches, site visits, etc.;
- Support project beneficiaries in developing grievance redress system and monitor implementation;
- Collect data on project performance, reflect on lessons learned, and support regular reporting on progress, results, and surveys;
- Liaise with donors, the World Bank, and the Ministry of Finance regarding media and outreach activities;
- Identify and evaluate stakeholder opinion, perception, and expectations through direct meetings and online surveys;
- Translate key communications documents between Arabic and English as needed;
- Collect and review quality of existing social and economic data in the project area;
- Assess impact of project activities on recipients and beneficiaries.

Qualifications
- At least a BA's degree, or equivalent, in a relevant field such as business administration, economic, or communications.
- Minimum 4-5 years of experience in communications, event planning, media, public speaking, surveys and reporting. Experience with public service, donor-funded, and World Bank projects is a plus.
- Highly skilled in data collection, analysis, and report writing.
- Native fluency in Arabic; excellent English reading, writing, and speaking skills.
- Detail-oriented and highly organized; able to handle multiple assignments, work under pressure, and meet deadlines.
- Enthusiastic, proactive problem-solver able to think creatively and critically and use own initiative.
- Strong team player with excellent interpersonal skills and ability to build effective working relationships.
- Impeccable integrity, positive entrepreneurial attitude, and readiness to work in a multicultural environment.
- Computer literacy, with proficiency in MS Office (Word, PowerPoint, Excel).
Location and Reporting
This position will be based in Ramallah and will report to F4J’s Project Manager.
Timeframe
One year on a full-time basis, extendable on a yearly basis to the full length of the project, subject to annual satisfactory performance.
