Job Description

TORs for occupied Palestinian territory (oPt) Communication Consultant (6-month contract):

In line with the International Labour Organization Regional Office for Arab States’ policy to increase visibility of its activities in the region, and specifically to strengthen visibility of the ILO’s increased interventions in the occupied Palestinian territory (oPt,) ILO ROAS will contract a Communication Consultant on an external collaboration basis, to strengthen ILO ROAS’s communication strategy and output in the oPt. Under the direct supervision of the ILO Regional Communication and Public Information Officer for Arab States, and the overall supervision of the ILO Jerusalem Representative, the oPt Communication Consultant will work to strengthen the  presence of the ILO in the local, regional and international media, and effectively reflect the ILO’s role in promoting Decent Work for all in the oPt.

In particular, the Consultant will increase national and international visibility of the ILO’s response to the crisis in Gaza, and highlight the ILO’s interventions within the framework of this response.

The Communication Consultant will also take part in weekly communication meetings with the Communication Unit in Beirut via conference call or other communications means.

The Communication Consultant will be based in Jerusalem with travel throughout the occupied Palestinian territory. He/she will be contracted to work over a period of 8 months, and be paid a total sum of US$32,000 in instalments at regular intervals.

Duties:

1-Develop a consolidated media contact list to keep regular contact with media regarding ILO activities and ensure effective working relationships with media.
2-Monitor local media for stories of interest where ILO can contribute; inform media of availability of ILO experts/officials for comment, interviews, participation in media and other events.
3-Develop a roster of freelance photographers who can, under the supervision of the consultant:
-Update the photo library (Flickr) with new images representing ILO projects and thematic areas in oPt (including stakeholders and beneficiaries at work)
-Document ILO activities such as workshops

4-Develop a roster of freelance videographers who can produce video reports on ILO projects and labour-related issues.
5-Create a monthly calendar which includes all relevant activities and publications planned for each month, in order to plan communication output (such as event pages, press releases, media advisories).
6-Develop at least three factsheets based on thematic areas being covered in oPt (for example: social security, youth employment, Gaza local economic recovery/ILO emergency response to the Gaza crisis, child labour, gender equality and women’s empowerment).
7-Write media output including event pages, press releases, media advisories and similar, to be disseminated to the media and posted on the ILO regional website.
8-Produce project pages for any new projects in the oPt; updated current project pages with any new information.
9-Support the ILO visibility campaign on Establishing a Social Security system for Private Sector Workers in the oPt, through publication of press releases, a feature and other media output as necessary.
10-Develop three newsletters on oPt activities/ publications/ developments.
11-Contribute to the ROAS social media presence by arranging for and coordinating social media output (e.g. blogs, video-logs, tweets.)
12-Produce or co-produce at least six text features or multi-media features on ILO projects, activities and developments in the oPt. These features can consist of one element, or a combination of elements, of the following: text feature, photos/ photo reportage, and video report. These features can also be supported by social media elements (e.g. tweets, video-logs.) These features will report on labour-related issues and/or ILO projects and areas of work that include, but are not restricted to:

-Feature/s on projects, training programmes, assessments and other interventions that fall under the ILO’s Emergency Response to the Crisis in Gaza.
-The “Supporting Livelihoods for Fishermen and their Families in the Gaza Strip” project
-The “Establishing a Social Security System for Private Sector Workers” project
-The “Toward Gender Equality and Women’s Empowerment in the oPt” project
-Success stories from the “Know About Business” project in the oPt
-The “Raising awareness on the Rights of Persons with Disabilities and Developing Capacities to Mainstream Disability in oPt” project
-Features supporting major labour-related thematic issues and ILO events, activities, campaigns and conferences in the oPt

Qualifications
The Communication Consultant should have a degree in communication, media, public relations, journalism or other relevant post-secondary qualification.
He/she should possess strong social media and multi-media skills.
He/she must have excellent command of written and spoken English and Arabic, and experience in writing communication and/or media materials.
He/she must have a strong understanding of regional current affairs, strong communicative skills, the ability to operate under pressure, good interpersonal skills, and the drive to initiate and see through projects.
He/she must have a valid driving license.
