Background:
The United Nations Development Programme/Programme of Assistance to the Palestinian People (UNDP/PAPP) was established through a resolution adopted by the UN General Assembly on 20 December 1978, calling upon UNDP “to improve the economic and social conditions of the Palestinian people”. In partnership with Palestinian institutions, civil society, communities and donors, UNDP’s goal is to empower the Palestinian People to establish a viable State that is able to realize the right to development for its people and support their socio-economic resilience. Since its establishment, UNDP/PAPP has delivered over USD 1.5 billion in development assistance to the Palestinian People.
UNDP is seeking a candidate to fill the position of Communications Coordinator under the direct supervision of Joint Programme Manager and in coordination with the Partnerships and Communications Specialist. As this position is related to the Sawasya II Joint Programme (Promoting the Rule of Law in Palestine) with an expected initial period of one year and expected overall duration of two years, the National Personnel Service Agreement (N-PSA) extension will be conditioned to satisfactory performance evaluation as well as availability of funding under the project.
UNDP/PAPP places empowerment, resilience, and sustainability at the center of its operation and focuses on three priority areas: the Gaza Strip, East Jerusalem, and Area C of the West Bank, where the needs are the greatest. UNDP/PAPP is active in four thematic areas: democratic governance and the rule of law; economic empowerment and private sector development; environment and management of natural resources; and public and social infrastructure
UNDP/PAPP is currently implementing the second Phase multi-year Rule of Law and Access to Justice programme in Gaza Strip and West Bank
known as Sawasya II. It is a UNDP, UN Women and UNICEF Joint Programme that aims at comprehensively promoting and advancing the rule of law, justice, security and human rights in the State of Palestine.
During the period 2014-2017 the programme has endeavoured to enhance the capacities of, and public confidence in, rule of law institutions, and strengthen access to justice, security and protection services, especially for women and girls. Interventions are designed with a view to sustainability and linking activities to ‘system-level’ policy development.
As part of the second phase of the programme and backed by a consortium of development partners, with numerous national and international actors, Sawasya II supports government institutions and civil society working in justice, security and protection to strengthen access to efficient, equitable and accountable services for Palestinians in Gaza and the West Bank, including East Jerusalem. Partnership with UN Women and UNICEF in this joint programme underpins the gender and child rights components throughout the justice chain and within relevant public services.
Institutional Arrangement:
Summary of key functions:
1. Supports the formulation and implementation of internal and external communications and advocacy strategies
5. To undertake any other functions as instructed by the supervisors
• Preparation of communications needs assessments for the Programme (Communication Plan, Palestinian Partners and CSOs communications plans, campaigns, and activities.
• Provision of information for the elaboration of the Programme’s communications and outreach strategy based on the UNDP/UN Women/UNICEF and the donors External Communications Guidelines.
• Development of communication materials for awareness-raising campaigns, including briefing and media materials in coordination with the supervisor.
• Support in the organization of roundtable discussions, press conferences, briefing sessions, seminars, interviews.
• Provision of inputs and researched information in programme formulations to integrate advocacy and communication strategies into all aspects of the Programme.
• Review of reference materials, identification of reference materials for retention. Maintenance of information database and photo library.
• Coordination of Sawasya’s Participation in joint UN campaigns (UN Day, 16 Days of Activism, etc.) in collaboration with UNDP/UN Women/UNICEF.
• Liaise with communication focal points at UNDP, UNICEF and UNWOMEN on programme communications plan and deliverables.
2. Support to the elaboration and implementation of the Programme and the Partners publications strategy and plan
• Provision of inputs and information for the elaboration of publications strategy and plan based on the Programme and Policy publications policy.
• Identification of storylines for publications and articles contributing to debates on key development issues.
• Technical supervision of translation/adaptation/rewriting of information received, printing and dissemination of publications and audio-visual materials. Contact printers and other suppliers to ensure production.
• Supervision of publications dissemination and social media platforms.
• Support the Joint Programme Manager in identifying and developing effective messages, framing and means for delivering them to reach communication objectives
3. Ensures the design and maintenance of the Programme social media platforms
• Assistance in the design and maintenance of public information
• Preparation/checking the content for the social media platforms to ensure consistency of the materials.
• Support joint communication efforts to strengthen the positioning of the programme on social media platforms
4. Ensures facilitation of knowledge building and management
• Identification and synthesis of best practices and lessons learned directly linked to the Programme goals and activities.
• Sound contributions to knowledge networks and communities of practice including development communications repositories.
• Organization and conduct of training and workshops on communications for partners as appropriate.

Qualifications:
Minimum Academic Education:
High School Diploma required;
Bachelor’s degree in Communications, Journalism or another related field is an asset.
Minimum Years of Relevant Work Experience:
Minimum of 6 years of relevant experience with a high school diploma or 3 years of relevant experience with a bachelor's degree at the national level in providing communication packages to promote the activities of international development organization. Required Language(s):
Proficiency in Arabic and English languages is required
