Communications Specialist

CARE International established a presence in Palestine in 1948. Over seventy years later, CARE’s scope of work has evolved through support activities which promote stability and economic opportunities, and in addressing a range of humanitarian needs. Currently, our work in Palestine WBG follows Nexus approach prioritizing innovations and knowledge for integrating/joining emergency with development. CARE Palestine programs can be summarized as follows:
- Health and Access to Essential Services, Dignified Employment and Sustainable Livelihoods.
- Emergency Preparedness and Locally led Humanitarian.
- Inclusive Governance, Women’s Rights and Leadership.
Objectives of the Position
CARE International in Palestine is currently in search of a highly qualified and experienced Communications Specialist who will play a pivotal role in Country Office (CO) development. The selected candidate will be responsible for:
- Spearheading the development of a comprehensive CO communications strategy closely aligned with our program priorities.
- Taking charge of the implementation of the communications strategy within the CO team.
- Contributing to positioning the CO as a prominent development actor, fostering public and media outreach, and mobilizing support—both in terms of public engagement and financial backing—for CARE Palestine.
- This role is crucial to advancing our mission and promoting our various initiatives, which focus on economic resilience, women entrepreneurship, humanitarian economic empowerment for GBV survivors and people with disabilities, social-economic enterprise development, resilient market systems, farmers' field business schools, and women's leadership in political, social, and economic spheres.
Tasks and Responsibilities
The Communications Specialist will work in close collaboration with Country Director (CD), Senior Management, Program teams and the Regional Communications Advisor to increase CARE Palestine’s visibility in the media, and to develop engaging, creative content for various platforms and in partnership with target media to raise the profile of CARE Palestine and its programs. The Communications Specialist will also maintain a dotted line working relationship with the Regional Communications Advisor, and CARE Austria Communication Specialist to attain the following tasks:
Increasing the visibility of CARE Palestine
- Coordination and management of all of CARE Palestine’s events, publications, and online activities, produce high-quality content, including articles, press releases.
- Manage content across various platforms, establish photography guidelines, handle video production (mainly for social media)
- Support in developing and implementing all CARE project’s communication plans
- Supervise the design of all visibility materials and maintenance of the CARE Palestine’s web-based presence (externally and internally at CARE digital platforms).
- Develop and monitor digital and non-digital media success indicators.
- Create a media library with pre-set models to be followed by teams and with photos/ clips/ etc. materials to be accessible when needed.
- Arrange visits to program sites to gather new content
Advancing CARE Palestine’s mission and promoting our various initiatives
- Development of communication materials, including briefing materials and press releases, for CO events in coordination with relevant staff members,
- Preparation and dissemination of a newsletter to donors, and other relevant partners to support projects,
- Dissemination of communication materials and media mobilization through a regularly updated and populated contact database,
- Timely and effective responses to media inquiries as well as for public information materials,
- Build and maintain media relationships with local, regional international media outlets.
- Engage and build connections with key stakeholders, including government agencies, donors, partners, and local communities.
Expected Deliverables
- Communication plans for all CARE Palestine’s projects.
- Monthly donor bulletins, impact and reach infographics and factsheets,
- Identification and development of human-interest stories and short videos,
- Coordination and management of 8 CO events, along with their follow up publications, and online activities, including content management, norms for photography, video production, press releasing, publishing, design, liaison with printers and other suppliers to oversee production and supervision of publications dissemination,
- Set-up or organize CARE Palestine’s media library with pre-set models to be followed by teams and with photos/ clips/ etc. materials to be accessible when needed.
- Revive CO social media platforms (Facebook, Instagram), CARE Palestine presence on CARE Shares.
- Generation, preparation and editing of daily content for the digital spaces to ensure material is consistent and up to date.

Qualifications
Communication Specialist responsible for this task should possess the following qualifications:
- Bachelor’s degree in communications, journalism, marketing, public relations, or a related field. Master's degree is an advantage.
- Proven experience (at least 3-5 years) in developing storytelling content, case studies, infographics, and short video clips for fundraising purposes.
- Exceptional writing and storytelling skills, with the ability to craft impactful narratives that inspire action and support.
- Strong interpersonal and networking skills with the team and CARE partners.
- Proficiency in using data visualization and digital communication tools, graphic design and multimedia software, such as Adobe Creative Suite (Illustrator, Photoshop, Premiere Pro, etc.).
- Demonstrated ability to work effectively in a collaborative, fast-paced environment and meet tight deadlines.
- Strong understanding of fundraising principles and strategies in the humanitarian and development sector.
- Familiarity with gender equality and social inclusion principles and their integration into communication materials is desirable.
- Proficiency in both English and Arabic languages, with the ability to produce content in both languages.
