PROJECT BACKGROUND
USAID/West Bank and Gaza (WBG) Accountable Local Governance (ALG) Activity is a four-year, four months project that aims to improve the delivery of essential public services and to promote inclusive and accountable governance. The Activity interventions will improve service delivery, enhance the effectiveness of municipal operations, strengthen local government unit (LGU) fiscal management, and build resilience to shocks and stressors. The Activity will strengthen municipal responsiveness to citizens’ priorities and concerns, enhance civic engagement in local governance with a focus on under-represented and marginalized groups, and help connect LGUs, civil society, and other institutions to improve service delivery and enhance accountable governance.
POSITION PURPOSE
The Communications Specialist will be a key member of the MEL and Communication team, responsible for implementing ALG’s communication activities. This role involves developing and managing communication strategies, creating high-quality content, and ensuring adherence to USAID branding guidelines. The Communications Specialist will support all aspects of project communications to enhance visibility and engagement.
KEY DUTIES & RESPONSIBILITIES
- Implement communication strategies for USAID branches/divisions supported by ALG.
- Identify themes and key messages; draft success stories, newsletters, talking points, social media content, presentations, event materials, and other communications products.
- Develop and propose innovative communication ideas and activities.
- Manage and collaborate with consultants (graphic designers, writers, videographers) to produce high-quality visual and written communications.
- Represent ALG in virtual and occasional in-person meetings with technical and external communications staff.
- Collaborate with ALG’s technical teams, including directors and staff of communications, knowledge management, and facilitation/organizational development teams.
- Ensure communications products adhere to USAID branding and marking guidelines.
- Report on communications activities to contribute to ALG’s MEL targets.
- Manage final communications products on ALG’s shared drives for easy access and sharing.
- Demonstrate professionalism and diplomacy to foster teamwork, productivity, creativity, and innovation.
- Support other communications tasks as required.

QUALIFICATIONS
- Bachelor’s degree in communications, journalism, international development, social/political sciences, or other related fields, or equivalent work experience. Master’s degree preferred.
- 8+ years of relevant professional experience, including significant experience in the field of communications for international development.
- Prior communications experience related to international development and/or governance programming, including familiarity with relevant actors, coordinating bodies, and events strongly preferred.
- Prior experience working on USAID projects and experience with USAID branding and marking guidelines strongly preferred.
- Excellent written and oral communication skills in English and Arabic.
REPORTING
The Communications Specialist will report to the MEL and Communications Manager.
