The Palestine Liberation Organization for the benefit of the Palestinian Authority has received a grant from the International Development Association toward the cost of the Health System Resiliency Strengthening Project, and it intends to apply part of the proceeds to payments for consulting services to be procured under this project.
The consulting services (“the Services”) include the selection of a qualified and experienced individual consultant to work on the design and development of a two years communications strategy related to the above-mentioned project to be implemented by the Project Management Unit.
The objectives of the two years communications strategy are to further educate the citizens about their health rights; provide support to the ongoing reforms in the public health system (with focus on the new referral system, health insurance and universal health coverage); and restore the confidence of the public in the health financing system
The Ministry of Health/Project Management Unit invites eligible qualified individual consultants to provide information indicating their:
qualifications, experience and appropriate skills to perform the services. The main qualifications of the consultant are as follows:
-The consultant must hold a university degree in Social Communications, journalism or other equivalent profession of the same area with no less than 6 years of experience in the preparation of communications strategies in developing and post conflict countries. Specific professional or academic qualification in Health Communications is preferred
-The consultant must have no less than five years of experience in communications needs assessment, analysis & planning, mass communication design and strategic design.
-The consultant must have excellent analytical and communication skills and demonstrate ability to produce well written reports in Arabic and English.
-The consultant must be able to work with teams within MoH and other stakeholders to ensure the delivery of a high quality product in a timely manner.
-The consultant should be able to work under pressure and in security concerns situations.
-The consultant must demonstrate excellent verbal and written communication skills in English and Arabic, as well as excellent computer skills, especially Microsoft Office productivity tools (Power Point, Word and Excel).
The estimated level of efforts is 50 working.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 (revised July 2014) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
