Community Engagement and Distribution Specialist

For 6 months with the possibility of extension 

GENERAL OBJECTIVES:

The WASH department at Action Against Hunger pursues comprehensive objectives aimed at ensuring sustainable access to safe water, sanitation, and hygiene (WASH) services. By enhancing public health through the reduction of waterborne diseases and promoting hygienic practices, the department will contribute to building community resilience and emergency response capacity across all project phases. Emphasizing community participation and ownership, rigorous monitoring and evaluation ensure accountability and track impact, while advocacy efforts promote policies supporting WASH rights. Strategic partnerships are forged to maximize resources and coordination, fostering innovation and knowledge sharing in WASH technologies and approaches. Compliance with international standards ensures quality assurance, supported by ongoing capacity building for staff and partners to continually improve program effectiveness and sustainability.

The Community Engagement Specialist will be responsible to lead and implement community engagement and distribution activities as part of Action Against Hunger's WASH, IPC, and nutrition interventions, ensuring effective communication, inclusive participation, and the equitable distribution of non-food items (NFIs) to beneficiaries. This role will also focus on integrating community engagement as a core component of both nutrition and WASH programs, emphasizing capacity building, collaboration with nutrition teams, and the development of tools and protocols to enhance program effectiveness and sustainability.

 

KEY ACTIVITIES

Design implement and monitor community awareness activities in WASH projects at normal situation, during emergency and post emergency:

  • Formulation, implementation, and monitoring the technical rationale for multiple awareness projects.
  • Follow the project’s advancement by regular visits.
  • Assess and update project needs at normal and emergency (HR, financial, logistics).
  • Design responsive hygiene promotion activities and budget during the WASH projects design phase in normal and emergency in Close cooperation with partners and program team.
  • Contribute to WASH projects proposal writing and donors reports ensuring minimum MEAL requirements are considered for PHP outcomes, outputs, and activities.
  • Develop the public awareness and community engagement plans including messages, target audiences, tools, and channels.
  • Develop up to date, creative and interactive IEC materials considering AAH communication team guidelines.
  • Ensure that the appropriate MEAL planning is put on place for the PHP actions.
  • Assist in collecting best practices, case studies which demonstrate qualitative and quantitative PH changes over the period.
  • Support the WASH engineering officer in developing and carrying out WASH project at normal, emergency and post emergency interventions.
  • Provide capacity building and institutional support for local partner agency and for project stakeholders by developing training material and conduct training for community mobilizers, volunteers, teachers, students etc.
  • Organize information meetings and workshops with community members to develop their knowledge in terms of water quality and hygienic practices.
  • Propose solutions or improvements for better performance of the project.
  • Participates in writing the interim and final reports to donors

Project identification, design and evaluation-at normal, emergency and post emergency interventions:

  • Lead the design and implementation of WASH assessments tools design, surveys or any other project identification study in collaboration and coordination with program manager and technical coordinator.
  • Do effective participation in the proposal writing.
  • Participates in the design of WASH problem statements, concept papers and projects in collaboration and coordination with program manager.
  • Participates in permanent information gathering from other NGOs, institutions, local authorities and other key actors.

 

Develop, assist and deliver communications

  • Raise the concept of advocacy into right to access, availability, acceptability, and quality of the rights to WASH, health, and food security.
  • Provide communications input into programme proposals and donor reports to meet visibility requirements,
  • Produce high quality written and multimedia materials like blogs, case studies, situation reports, photographs, short films, CDs, Information Education and Communication materials (IEC) and videos across all programs
  • Develop social awareness through media initiatives; like theatre shows, radio spots, radio programs all with specific messages to the audience.
  • Interprets and applies operational and specialist information in a variety of formats from a variety of sources.
  • Organize and plan for Action Against Hunger local events and campaigns like, closing days, official meetings ...etc.
  • Share and give technical advice on ideas for visibility materials and related websites internally or externally with other partner NGOs

Human Resources Management:

  • Supports, promotes and follows-up on the teamwork of the Action Against Hunger Gaza staff under his/her responsibility.
  • Establishes, leads, and follows up on weekly planning (written and meetings) of the staff under his responsibility, in collaboration and coordination with the WASH Program Manager
  • Reviews and proposes adjustment of the training plan for WASH staff members under his responsibility

NFIs Distribution and Infection Prevention Control (IPC)

  • Planning and Coordination: Develop comprehensive distribution plans for WASH-related supplies, integrating IPC considerations. Work closely with logistics and supply chain teams to manage procurement, inventory, and delivery schedules.
  • Fair and Transparent Distribution: Supervise the distribution of hygiene kits and other supplies, ensuring equitable and transparent processes. Conduct post-distribution monitoring to evaluate impact and collect beneficiary feedback.
  • Adapt and Implement IPC Standards: Develop and apply IPC measures within health facilities, integrating them into broader WASH interventions. Train health facility staff and community representatives on IPC protocols and best practices.

Miscellaneous

  • Always consider Action Against Hunger gender policy and ensure that representatives of all sectors of the community are consulted and involved in programme planning and delivery.
  • Maintains and cultivates relations at technical level with counterparts, beneficiaries and other external actors related to Action Against Hunger activities at normal and emergency situations.
  • Liaison with food security and nutrition departments through participation in emergency response and relief activities.
  • Writes minutes with conclusions, recommendations and action points resulting from meetings or field visits
  • Attend local WASH or project related community meetings in coordination with the Program manager.
  • Participates in weekly base coordination meetings.
  • Translation work if required.
  • Provide report(s) focusing on findings, conclusions and recommended actions, supported by summaries of the data collected and citations of any references used in interpreting and presenting the data.
  • Uphold Action Against Hunger's gender, safeguarding, and inclusion policies, ensuring representation of all community sectors.
  • Actively participate in inter-departmental coordination to integrate WASH with Nutrition, Food Security, and Livelihood (FSL) interventions.
  • Document processes, challenges, and lessons learned in regular reports for internal use and donor submissions.
  • Other reports required regarding the design, training and monitoring will be prepared focusing on the lessons learned and recommendations for improvement.

Job Requirements
  • Bachelor’s degree in public health, Social Sciences, Development Studies, Health or a related field.
  • Hygiene promotion, Nutrition, Health and behavior change projects design and implementation.
  • 3 years of experience in the same field.
  • Experience in hygiene promotion, work with local communities, children and vulnerable people.
  • Proven experience in WASH, IPC, and Nutrition-related projects, with a focus on vulnerable populations.
  • Training and capacity building experience.
  • Experienced in community mobilization and participation.
  • Diplomatic and tactful, professional and transparent
  • Organized and self-actualizing.
  • Able to understand and work in a complex political context and emergency conditions such as Gaza strip.
  • Culturally adaptable
  • At least 3 years of experience in community engagement, mobilization, or humanitarian distribution roles, preferably within INGOs.
  • Good communication and interpersonal skills.
  • Ability to write donor reports and proposals in English.
  • Solid organizational skills: the ability to be flexible and work well under pressure in a fast-paced multi-tasking environment.
  • Fluency in reading, writing and speaking Arabic and English
  • Fully proficient in MS-Office, Outlook and Skype
  • Valuable prior experience in issues related to the promotion of gender equality or personal commitment to gender equality.
