  1. Role and Responsibilities

The purpose of Community Engagement and Liaison Technical Officer is to serve as a link between NRC’s Information Counseling and Legal Aid (ICLA) programme and local beneficiary communities in East Jerusalem, and to facilitate communications and coordinate activities between the NRC ICLA programme and its partners.

The selected candidate will be based 60% of the time in the field.

The following is a brief description of the role.

Generic Responsibilities 

  1. Ensure compliance with NRC policies, guidelines and standards.
  2. Ensure compliance with ICLA strategy, tools, handbooks, guidelines and standards.
  3. ICLA specific technical responsibility for implementation of technical activities of ICLA project(s).
  4. ICLA specific technical responsibility for tracking of financial expenditures for technical activities of ICLA project(s).
  5. ICLA specific technical responsibility for the quality control and monitoring of project activities.
  6. ICLA specific technical responsibility for project documentation of technical activities of ICLA project(s).  
  7. Provide specific technical support and capacity building towards project staff.
  8. Provide specific technical analysis and feedback to NRC representatives in coordination forums.
  9. Assess, promote and document ideas for technical improvement and further program development options.
  10. Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist.
  11. Promote the rights of beneficiaries in line with the advocacy strategy.

Job Requirements

Specific Responsibilities 

  1. Maintain relevant legal knowledge and keep up to date with legal developments in East Jerusalem.
  2. Identify and engage elected members of neighborhood committees to cultivate regular, open and respectful dialogue with the community representatives.
  3. Organize, facilitate and conduct ICLA field activities including the beneficiary outreach, counselling, and information sessions on housing, land and property rights and other relevant legal topics.
  4. Facilitate the briefings, field trips and meetings between the diplomats and donors, and community representatives. 
  5. Coordinate the referral of cases between the NRC ICLA and its counterparts and the exchange of information on cases referred; coordinate the process of paying court fees/court guarantees for cases referred to counterparts by NRC.
  6. Identify, coordinate and foster relations with other protection actors active in ICLA beneficiary communities to ensure that ICLA activities are adding value to current protection responses.
  7. Regularly engage with the governmental institutions and UN OCHA / OHCHR field staff to assist beneficiaries in acquiring other humanitarian services beyond the scope of ICLA’s mandate.
  8. Contribute contextual information, data and legal updates to enhance ICLA factsheets, case summaries, legal alerts and internal / external reports.
  9. Regularly attend Legal Taskforce (LTF) meetings and provide updates on legal cases.
  10. Undertake any / all tasks as assigned by the supervisor.

  • ICLA East Jerusalem Program Coordinator (Direct Line-manager); and
  • ICLA Program Development Manager

  • University degree in: Law, Sociology, Political Science, or International Relations.  
  • Language Proficiencies in Reading, Writing, Speaking and Listening: Arabic (Native), English (Intermediate) and Hebrew (Intermediate).
  • Strong communications, interpersonal, networking and presentation skills.

Context/specific skills, knowledge and experience:

  • Proven ability to understand the legal, political and socio-economic context in East Jerusalem.
  • Experience in building and maintaining relationships with the communities in in East Jerusalem or similar.
  • Experience in liaising and networking with governmental institutions and similar stakeholders.
