PROJECT BACKGROUND
USAID/ West Bank and Gaza (WBG) Accountable Local Governance (ALG) Activity is a four-year, four months project that aims to improve the delivery of essential public services and to promote inclusive and accountable governance. The Activity interventions will improve service delivery, enhance the effectiveness of municipal operations, strengthen local government unit (LGU) fiscal management, and build resilience to shocks and stressors. The Activity will strengthen municipal responsiveness to citizens’ priorities and concerns, enhance civic engagement in local governance with a focus on under-represented and marginalized groups, and help connect LGUs, civil society, and other institutions to improve service delivery and enhance accountable governance.

Position Purpose
The Community Engagement Specialist will be the principal liaison with the project’s target communities, facilitating the establishment and implementation of priority development projects to promote cohesion and resilience at the grassroots level.
Key Duties & Responsibilities
- Provide leadership and strategic vision to activities promoting community engagement in municipal governance.
- Strengthen the capacity of local officials to engage with citizens, include them in participatory planning processes, and incorporate their priorities into planning documents.
- Facilitate citizen participation in collaborative decision-making, management, and monitoring related to municipal service delivery.
- Promote productive interactions between communities, civil society, and municipalities to facilitate the upward flow of information on community needs and priorities.
- Contribute to work plans, donor reports, success stories, and other deliverables.
- Perform other duties as assigned.
Qualifications
- Bachelor’s degree in international development or related field, or equivalent work experience; advanced degree preferred.
- 8 years of relevant working experience in local government or civil society.
- Proven ability to foster cohesion among different groups in Palestinian communities in WBG.
- Demonstrable capacity to engage women, youth, and other marginalized populations in community development activities.
- Experience on USAID-funded projects or other donor-funded projects is highly preferred.
- Fluency in English and Arabic required.
Reporting
The Community Engagement Specialist will report to the Accountability and Transparency Team Leader.
