Community Lead Consultant
Background
Turquoise Mountain is a non-profit, non-governmental organization established in 2006 to revive traditional crafts, and historic areas and to provide jobs, skills, and opportunities through cultural heritage projects. By blending heritage buildings, education, and enterprise, Turquoise Mountain has created sustainable heritage places and livelihoods that support the revival of artisan industries. Turquoise Mountain now works in Afghanistan, Myanmar, Saudi Arabia, and Palestine and Jordan. Since 2006, Turquoise Mountain has restored over 150 historic buildings, created employment for thousands of artisans and builders, built over 50 small businesses, and supported and generated over $17 million in sales of traditional crafts to domestic and international markets.
Turquoise Mountain works in Palestine with artisans practicing traditional crafts that are under threat. We connect artisans to new and sustainable markets and provide training and other support to them and the wider artisanal community.
This Role
Turquoise Mountain seeks to engage a talented and experienced Consultant Community Engagement Lead to help support community engagement in our Craft Hub and Showroom in Bethlehem and other future TM Hubs in Palestine. The consultant will work on developing and implementing a public programme for the Craft Hub and Showroom, as well as a series of events/workshops around the opening of the space.
Responsibilities
- Design, implement and lead a series of events/workshops at the Turquoise Mountain’s Craft Hub and Showroom, designed to showcase the spaces, and introduce key elements of Bethlehem’s community – artisans, designers, and other creatives as well as children, students, other organisations, officials and the wider population – to Turquoise Mountain’s work.
- Lead the design and development of a public programme for Turquoise Mountain in Bethlehem, including events, workshops, demonstrations, and activities for our Showroom and Craft Hub which reach a minimum of 600 artisans, designers, and community members, as per Turquoise Mountain’s targets.
- Work closely with Turquoise Mountain’s leadership and team to design a programme that meets the goals, objects of the project as well as tying in with other activities.
- Analyse the existing cultural offerings in Bethlehem, as well as Turquoise Mountain’s capacities, to identify gaps, needs, and opportunities which Turquoise Mountain’s public programme can fill.
- Carefully design, plan, and detail a programme of activities which can be later implemented by Turquoise Mountain – including detailing how events should run, key topics, key staff needed and needed budget.
- Secure relevant partnerships needed in Bethlehem to carry out planned activities – including developing and signing MOUs where appropriate.
- Work closely with the Turquoise Mountain communications team to engage the community and promote the activities ahead of these events to ensure they are well-attended.
- Support other Creative TM Hubs in developing a public programme for their spaces as they open.
Key Performance Indicator
- Successfully implement monthly public activities at the Craft Hub, engaging a minimum of 600 artisans, designers, and community members.
- Organize at least 10 networking events, workshops, lectures, and demonstrations annually.
- Establish and maintain partnerships with local organizations.
- Generate and submit quarterly progress reports measuring program impact and engagement.
- Develop a sustainable public program framework that can be implemented across multiple TM Creative Hubs in Palestine.
Annual Performance Review Criteria
The contract renewal for the second year will be based on the following performance evaluation criteria:
1. Program Implementation & Impact:
- Successful execution of public activities, ensuring the engagement of at least 600 artisans, designers, and community members.
- Achievement of the agreed number of networking events, workshops, lectures, and demonstrations.
- Effectiveness of activities in fostering connections between artisans, designers, and the wider community.
- Partnership & Stakeholder Engagement
- Establishment and maintenance of partnerships with local organizations.
- Collaboration with local institutions and stakeholders to expand program reach.
- Innovation & Program Development
- Contribution to the design and implementation of public programs at other TM Creative Hubs.
- Ability to analyze and identify gaps in cultural offerings and propose innovative solutions.
- Reporting & Communication
- Submission of quarterly progress reports measuring program impact and engagement.
- Collaboration with the communications team to effectively promote events and programs.
- Responsiveness to feedback and ability to adapt strategies based on assessment and stakeholder input.

Contract Duration & Working Days
Contract Duration: 12 months with a possibility to renew for an additional 12 months
- Total Working Days: up to 60 days per 12 months
- First Term: 12 months (upto 60 working days) with the possibility of renewal for another 12 months based on performance evaluation. (up to 120 days total)
- Consultant will work 5 days per month, with additional working days required during major events and program launches.

Required Qualifications:
- Minimum of 5-7 years of experience in community engagement, cultural programming, or public event management.
- Experience in working with artisans, designers, cultural institutions, and community organizations.
- Proven expertise in designing and implementing public programs, events, and workshops.
- Strong ability to design, implement, and manage cultural events and workshops.
- Experience in program planning, budgeting, and execution.
- Familiarity with developing MOUs and partnerships with local stakeholders.
- Experience in liaising with local leaders, artisans, entrepreneurs, cultural organizations, and officials.
- Ability to build long-term partnerships and maintain stakeholder relationships.
- Strong knowledge of the Palestinian cultural ecosystem and artisan communities.
- Experience in public engagement, audience development, and promotional strategies.
- Ability to work with communications teams to promote events and programs.
- Familiarity with digital and traditional media for outreach.
