The Community Mobilizer will be assigned to the Jerusalem office of UNDP’s Programme of Assistance to the Palestinian People (PAPP). PAPP was established through a resolution adopted by the UN General Assembly on 20 December 1978, calling upon UNDP “to improve the economic and social conditions of the Palestinian people”. In partnership with Palestinian institutions, civil society, communities and donors, UNDP’s goal is to empower the Palestinian People to establish a viable State that is able to realize the right to development for its people and support their socio-economic resilience.
 
In this regard, UNDP / PAPP is seeking a candidate to fill the position of Community Mobilizer in West Bank and East Jerusalem for the Investment Programme for Resilience (IPR). This Project is a comprehensive, inclusive and integrated response to the needs of the most vulnerable/marginalized communities in Palestine. It is designed based on a sound analysis of the risks and problems posed by the COVID-19 crisis and its immediate implications. It is also based on the analysis of previously existing multisectoral development challenges. The Programme is characterized by two main components: outcome 1, aimed at strengthening the health system and outcome 2 aimed at reinforcing resilience through community infrastructure. More specifically, outcome 1 focuses on addressing short term-immediate needs by enhancing the preparedness and response capacity of the health system through (1) provision of medical equipment and supplies, (2) deployment of health personnel and workers in the West Bank, East Jerusalem, and Gaza, and (3) procurement and placement of medical waste treatment systems in health centres. On the other hand, cutcome 2 of IPR seeks to address community needs through investments in community infrastructure and basic services within a strategic approach in reducing disparities, strengthening social cohesion, and enhancing community engagement and ownership (particularly women, youth, and people with disabilities), and also contribute to creating short-term employment opportunities through construction/rehabilitation works and long-term sustainable jobs for the operation and management of the new services provided. Under outcome 2, the Programme aims to achieve the following results: 1. Social and community infrastructure rehabilitated and/or expanded; 2. Capacity of entities improved to manage the infrastructure and to provide sustainable services and employment to the community; 3. Social cohesion activities planned and implemented by the community.
 
Under the guidance of the Programme Analyst and the direct supervision of the Project Manager, the Community Mobilizer will be a key member of the Project Implementation Unit, complementing the technical work of the engineer/s in the West Bank and East Jerusalem, with capacity building support to the partners and community engagement activities with local representatives. The candidate will be undertaking the functions of the position while working in the different governorates/communities/ neighborhoods in the West Bank and East Jerusalem.
 
Summary of key functions: 
 
The overarching objective of the Investment Programme for Resilience is to reinforce the resilience of marginalized Palestinian communities. In order to do so, the programme has embedded community engagement throughout the life cycle of the project, thus building leadership and ownership of the community. The Community Mobilizer is expected to facilitate and accompany the community engagement process, strengthen the capacity of the entities selected for the implementation of community infrastructure initiatives and ensure the smooth identification and implementation of social cohesion initiatives.  

 
Summary of key functions:
 
  1. Coordination of resilience/community infrastructure activities
- Supervise and guide the work of the service provider responsible to accompany the proposals development and community engagement process, in close coordination with the Project Manager;
- Support the entities and community in the development and operationalization of the “resilience plan” for the implementation of social cohesion activities, relevant to the specific context, to complement, sustain and build ownership around the community infrastructure initiatives;
- Identify any additional need of the selected entities (NGOs/CBOs) to ensure sustainable implementation of community infrastructure interventions;
- Support the Project Manager in the day-to-day management of the project, including ensuring timely and quality delivery of results.
 
  1. Monitoring of project activities and expected results
- Monitor the project’s assumptions constantly and assess the risks and propose revisions in the action plan to the Project Manager, if necessary;
- Monitor the bottlenecks, problems, unexpected deviations and possible delays constantly and propose revisions in the action plan to the Project Manager, if necessary;
- Support the Project Manager in monitoring financials, procurement and administrative processes.
 
  1. Facilitation of dialogue among stakeholders and community engagement in social cohesion activities
- Connect with and engage individuals and groups in the community around the targeted infrastructure
- Leverage existing community planning exercises and ensure their inclusivity and the community active participation in decision making
- Ensure the mainstreaming of gender, environment and digitalization across all activities in the community
- Facilitate workshops on common topics between different entities/communities to strengthen knowledge exchange
 
  1. Support the drafting of regular updates on the resilience/community infrastructure component and the finalization of donor progress reports
- Draft lessons learnt and best practices
- Draft visibility and communication materials including press releases, success stories, qoutations, media briefs and others
- Support the Project Manager in the preparation of donor reports and other ad-hoc reporting requirement related to the resilience/community infrastructure component

Job Requirements
Qualifications: 
 
Minimum Academic Education:  
University Degree (BA) in Social Sciences, Business Administration or a relevant field. Master’s Degree in Social Sciences, Business Administration or a relevant field would be an asset.
 
Minimum years of relevant Work Experience: 
Minimum of 4 years of professional relevant experience in project coordination, implementation, monitoring of community development projects.
Minimum of 2 years of relevant work experience with Master’s Degree.
