Background:
 
UNDP’s Programme of Assistance to the Palestinian People (PAPP) was established through a resolution adopted by the UN General Assembly on 20 December 1978, calling upon UNDP “to improve the economic and social conditions of the Palestinian people”. Since its establishment, UNDP/PAPP has delivered over USD 1.7 billion in development assistance to the Palestinian People.
 
UNDP’s Palestinian Programmatic Framework (PPF) 2023-2025 sets out a vision of “a world in which all Palestinians can enjoy a dignified life and fulfil their own vision of a unified, peaceful and free society”.  The PPF is centered around the concept of ‘Transformative Resilience’ and its three elements: a cohesive Palestinian identity, self-reliance, and ownership and leadership.
 
Over the next three years, UNDP/PAPP will build on its experiences and achievements to make critical contributions to the priorities defined by the Palestinian national development plans and the UN Sustainable Development Cooperation Framework (UNSDCF), through interventions in three programmatic priority areas:  i) democratic governance and quality services; ii) inclusive economic opportunities; iii) sustainable natural resources management.
In this regard, IPR is a comprehensive, inclusive and integrated response to the needs of the most vulnerable/marginalized communities in Palestine. It is designed based the analysis of previously existing multi sectoral development challenges. The Programme seeks to address community needs through investments in community infrastructure and basic services within the aim of reducing disparities, strengthening social cohesion, and enhancing community engagement and ownership (particularly women, youth, and people with disabilities). The Programme also contributes to creating short-term employment opportunities through construction/rehabilitation works and long-term sustainable jobs through the operation and management of the new/or expanded services provided.
 
The overarching objective of the Investment Programme for Resilience is to reinforce the resilience of marginalized Palestinian communities. In order to do so, the programme has embedded community engagement throughout the life cycle of the project, thus building leadership and ownership of the community. The Programme plans to achieve the following three outputs: 1. Social and community infrastructure rehabilitated and/or expanded; 2. Capacity of entities improved to manage the infrastructure and to provide sustainable services and employment to the community; 3. Social cohesion activities planned and implemented by the community.
 
Duties and Responsibilities:
 
The incumbent will undertake the following:
 
1. Coordination of resilience/community infrastructure activities
-   Support the Implementing Partners (IPs) and the community representatives in the development and operationalization of the “resilience plan” for the implementation of social cohesion activities, relevant to the specific context, to complement, sustain and build ownership around the community infrastructure initiatives.
-   Identify any additional capacity needs of the selected entities (NGOs/CBOs) to ensure sustainable implementation of community infrastructure interventions.
-   Support the IPR Programme Manager in the day-to-day management of the social cohesion/community resilience component, including ensuring timely and quality delivery of results.
-   Support the IPR Programme Manager in the design, implementation and closure of consultancy services aimed at enhancing IPs capacities in needed/ identified areas.
-   Support the financial payments of the social cohesion plan implementation and ensure the proper documentation of supporting documents available internally and with the implementing partners.

2. Monitoring of project activities and expected results
-   Monitor the project’s assumptions constantly, assess the risks and propose revisions in the action plan to the Programme Manager, if necessary.
-   Monitor the bottlenecks, problems, unexpected deviations and possible delays constantly and propose revisions in the action plan to IPR Programme Manager, if necessary.
-   Support the M&E activities through site visits, data collection and reporting using available tools.

3. Facilitation of dialogue among stakeholders and community engagement in social cohesion activities
-   Connect with and engage individuals and groups in the community around the targeted infrastructure.
-   Leverage existing community planning exercises and ensure their inclusivity and the community active participation in decision making.
-   Ensure the mainstreaming of gender, environment and digitalization across all activities in the community.
-   Facilitate workshops on common topics between different entities/communities to strengthen knowledge exchange.

4. Support the drafting of regular updates on the resilience/community infrastructure component and the finalization of donor progress reports
-   Draft lessons learnt and best practices in collaboration with IPR West Bank team and considering feedback from target communities.
-   Support the IPR Programme Manager in the preparation of donor reports and other ad-hoc reporting requirement related to the resilience/community infrastructure component.
-   Conduct monthly reporting using the MIS, and Kobo Toolbox tools in line with the agreed template and quality standards.
-   Document meetings and communications with the implementing partners as part of the project documentation.
-   Highlight potential stories to the IPR Programme Manager to be included as part of the communication/visibility plan/activities.
 
Institutional Arrangement:
Under the guidance of the Programme Specialist and the direct supervision of the IPR Programme Manager, the Community Mobilizer will be a key member of the Project Implementation Unit, complementing the technical work of the engineers in the West Bank, with capacity building support to the partners and community engagement activities with local representatives.

  • High School Diploma or BA Degree in Social Sciences, Business  Administration, or related fields.
Min. years of relevant work experience
  • Minimum 7 years of professional experience with High School Diploma or 4 Years with BA Degree in project coordination, implementation, monitoring of community development projects
Required skills
  • Demonstrates strong interpersonal skills
  • Experience in developing, implementing, monitoring, evaluating plans with local communities using results-based management principles.
  • Ability and experience in engagement with partners and leading participatory processes
Desired skills in addition to the competencies covered in the Competencies section
  • Proven record of working in the field, on community engagement/mobilization and/or participatory local planning processes is an asset
  • Demonstrated work experience in the West Bank and East Jerusalem context and   communities across the West Bank is an asset
  • Working with UNDP or other UN agencies or with international organizations is an asset.
  • Specialization in social sciences is an asset
