Community Outreach and Communications Specialist
Chemonics International seeks a Community Outreach and Communications Specialist for a newly awarded, USAID-funded project promoting economic growth in the West Bank and Gaza through expanded economic development, trade, commerce, and applied research. The five-year project has three main objectives:
- Objective 1: Facilitate Cooperative Exchange and Knowledge Sharing
- Objective 2: Foster New Markets
- Objective 3: Enhance the Capacity of Targeted Entities

The Community Outreach and Communications Specialist will engage partners, the media, various stakeholders and the broader public to promote the project. The Specialist will create synergies across sectors and activities and promote awareness and participation in the project’s efforts and opportunities throughout the West Bank, Gaza, and beyond. It is anticipated the Specialist will also supervise three community coordination officers based in various parts of the West Bank.

Specific roles and responsibilities may include but are not limited to:
- Leads development of communication outreach and messaging strategies with partner associations and other external audiences
- Builds partner capacities in marketing skills and social media
- Coordinate and work closely with other project staff in the West Bank and Gaza to ensure maximum synergy and feedback for communications; will lead the information flow between technical, MEL, and grants team and the Collaboration, Learning, and Adapting team as it relates to communications and outreach
- Collaborate closely with the subaward management team on grants related to capacity building in media and communications
- Manage and attend all project events, including logistics, media relations, photography and the events calendar
- Use social media to promote the project's employment activities such as job fairs, career development centers, website developments and association initiatives
- Use photography and videography to capture project activities and create high-quality project communication materials in digital and hardcopy form for external dissemination
- Prepare and manage the project website including content and design
- Prepare and disseminate external materials regarding the program, including press releases as needed
- Provide the Reporting Specialist and Program Services Director with weekly bullet items for periodic reports and other needs
- Assists the Reporting Specialist in written deliverables to USAID
- Supervise three community coordination officers based in Nablus, Hebron, and Jenin who will be responsible for community-level engagement with the project
- Coordinate with relevant stakeholders in the public, private, and NGO sectors
Basic qualifications include:
- Bachelor’s degree in international development, psychology, sociology, communications, public outreach or related field required
- Minimum four years of work experience in communications with excellent written and verbal communications skills
- Ability to work and travel in remote areas of the West Bank to monitor and capture project activities
- Ability to effectively communicate verbally and in written form in English and Arabic required
- Experience in social media and other platforms for engagement
- Experience working with key vendors for the design and management of websites, printed materials, and online media tools
- Experience working in the economic growth sector on USAID projects is a plus
- Ability to work independently with minimal supervision, prioritize work assignments, meet deadlines, and to exercise good, professional judgment that reflects positively on the project
- Strong interpersonal skills to effectively assist in developing and maintaining collegial, productive relationships with fellow staff members, partners, grantees, visitors, and the general public
- High standard of customer service and excellent organizational skills
- Excellent Microsoft Office skills in Word, Excel, and PowerPoint; skill in design software helpful but not mandatory
- Ability and willingness to travel within the West Bank and Gaza, as possible, to assist in workshops and conferences
- Demonstrated leadership, versatility, and integrity
